
In a significant step towards strengthening the legal knowledge base of tax professionals, trade and industry, the Institute of Chartered Accountants of India (ICAI), through its GST & Indirect Taxes Committee, has released the revised Twelfth (12th) Edition of its widely referred publication titled “GST Act(s) and Rule(s) – Bare Law”. The updated edition, published in May 2026 (P4184 – Revised), incorporates all legislative and regulatory amendments up to 31st March 2026, including the changes introduced through the Finance Act, 2026 and the CGST (Fifth Amendment) Rules, 2025.
The publication has been brought out under the aegis of the GST & Indirect Taxes Committee of ICAI and has been formally released. The Foreword and Preface to the publication, both dated 15th April 2026, have been jointly issued from New Delhi by the President of ICAI and Chairman, and, Vice-Chairman, of the GST & Indirect Taxes Committee, reaffirming the Institute’s continued commitment to supporting the effective implementation of Goods and Services Tax (GST) in India.
Significance of the Publication
Bare Acts have always served as fundamental and authoritative legal resources, acting as the primary point of reference for understanding and interpreting any law in its most authentic form. Recognising this, the GST & Indirect Taxes Committee of ICAI had first released the “GST Act(s) and Rule(s) – Bare Law” in April 2017, shortly after the rollout of GST in India, and has been updating it regularly since then. The present Twelfth Edition is a continuation of that endeavour and offers a clear, consolidated and updated legal reference for members of the Institute, tax professionals, departmental officers, trade and industry, and other stakeholders engaged in GST compliance and litigation.

Role of the GST & Indirect Taxes Committee of ICAI
As brought out in the Preface to the publication, the GST & Indirect Taxes Committee of ICAI has, since the inception of GST in India, remained steadfast in its endeavour to support the effective implementation of GST through continuous knowledge dissemination, technical publications, and professional development initiatives.
