GST Registration Update: CBIC Simplifies Online Amendment of Core Fields; Principal Place of Business Changes Require Tax Officer Approval

In a significant step towards simplifying GST registration compliance and enhancing ease of doing business, the Goods and Services Tax Network (GSTN) has highlighted the online facility for amendment of core registration particulars, particularly changes relating to the Principal Place of Business (PPoB), through the GST Common Portal. The facility enables registered taxpayers to submit amendment applications electronically, complete digital verification, track application status and download the amended GST registration certificate after approval.

The Central Board of Indirect Taxes and Customs (CBIC), vide Notification No. 05/2026–Central Tax dated October 26, 2026 (G.S.R. 919(E)), has notified the Central Goods and Services Tax (Amendment) Rules, 2026, substituting Rule 19 of the CGST Rules, 2017, with effect from November 1, 2026, except for specified provisions having separate commencement dates. The revised framework provides clearer procedures and timelines for processing amendments in GST registration particulars.

Under the amended provisions, changes relating to the Principal Place of Business continue to be classified as core amendments for regular taxpayers registered under Rule 9 of the CGST Rules, 2017. Accordingly, such applications are required to be examined and approved by the jurisdictional Proper Officer. Taxpayers changing their principal business premises, relocating their registered office or correcting the registered business address must submit the prescribed amendment application along with relevant supporting documents.

To apply for amendment, taxpayers are required to log in to the official GST Portal at www.gst.gov.in and navigate to Services → Registration → Amendment of Registration – Core Fields. They can then select the Principal Place of Business section and update the relevant address particulars. The portal facilitates identification of the business premises through address details, PIN code and geographical location, including latitude and longitude, wherever applicable.

The application is required to be submitted electronically in FORM GST REG-14, along with supporting documents establishing the revised business premises, such as ownership documents, rent or lease agreements or other prescribed proof of possession, as applicable. After updating the relevant details, the taxpayer must digitally verify and submit the application using a Digital Signature Certificate (DSC), electronic signature or Electronic Verification Code (EVC), as permitted for the relevant category of taxpayer.

Importantly, under Rule 19(2)(b) of the CGST Rules, 2017, where the application and accompanying documents are found to be in order, the Proper Officer is required to approve the amendment within 15 days from the date of submission of the application and issue an electronic approval order in FORM GST REG-15. The amendment takes effect from the date of approval.

Where the Proper Officer identifies deficiencies or requires additional clarification, a notice may be issued electronically in FORM GST REG-03 within 15 days of submission of the application. The taxpayer is required to furnish the necessary clarification, information or supporting documents in FORM GST REG-04 within seven working days of receipt of the notice. Upon satisfactory submission of the clarification, the Proper Officer is required to approve the application within seven working days of receiving the response.

Significantly, Rule 19(2)(g) provides for deemed amendment of registration where the Proper Officer fails to take action within the prescribed period of 15 days from submission of the application or seven working days from receipt of the clarification, as applicable. In such cases, the registration certificate is deemed to have been amended and the revised certificate is made available electronically on the GST Portal, wherever applicable. This provision is intended to prevent unnecessary delays in processing registration amendments.

A notable relaxation has also been introduced for taxpayers registered under the simplified registration mechanism prescribed under Rule 14A of the CGST Rules, 2017. Under the newly substituted Rule 19(3), effective December 1, 2026, eligible taxpayers who have not opted to withdraw from the Rule 14A mechanism will be permitted to amend their Principal Place of Business through online validation without obtaining separate approval from the Tax Officer.

Further, under Rule 19(4), effective November 1, 2026, amendments relating to registration particulars other than the Principal Place of Business are generally processed through online validation without requiring separate approval from the Proper Officer. Consequently, changes relating to the legal name of the business, constitution of business without change in PAN, details of partners or directors and Additional Places of Business have been brought within the system-based amendment framework, subject to applicable conditions.

Taxpayers should also note that, in accordance with Rule 19(1), an application for amendment of registration particulars is generally required to be filed within 15 days from the occurrence of the relevant change. Where a change in the constitution of business results in a change in the Permanent Account Number (PAN), fresh GST registration is required instead of amendment of the existing registration.

Upon approval or deemed amendment, as applicable, taxpayers can track the status of their application through the GST Portal and download the electronically generated approval order in FORM GST REG-15, where issued, along with the updated registration certificate. Taxpayers are advised to ensure that the revised business address is supported by valid documents and accurately reflected in their GST registration records.

The revised amendment framework is expected to improve transparency, reduce processing delays, strengthen digital compliance and provide greater certainty to registered taxpayers. By combining online application facilities, statutory approval timelines, electronic verification and deemed amendment provisions, the Government continues to promote a more efficient, technology-driven and taxpayer-friendly GST administration.
