DGFT Amends Market Access Support Guidelines under Export Promotion Mission – Niryat Disha

The Directorate General of Foreign Trade, Ministry of Commerce & Industry, Government of India has issued Trade Notice No. 08/2026-27 dated 01 July 2026 regarding amendment to the Guidelines for Market Access Support under Export Promotion Mission (EPM) — Niryat Disha.

The amendment has been issued in continuation of Trade Notice No. 19/2025-26 dated 31 December 2025, with the objective of bringing greater operational clarity and certainty in the implementation of the Market Access Support intervention under EPM – Niryat Disha.

As per the revised provision under Draft HBP Para X.5(f), the minimum delegation size for participation in Buyer-Seller Meets (BSM) has been revised. The earlier provision recommended a minimum delegation size of 50 participants for each BSM. The revised provision now prescribes a minimum delegation size of 25 participants for BSM.

Further, a new provision has been inserted under Para 6.1(i) of the Operational Guidelines of Market Access Support. In cases where an event is cancelled or there is a decision to withdraw from participation, any advance grant released shall be refunded within 15 days from the date of cancellation of the event or decision to withdraw from participation.

In case of failure to refund the advance grant within the prescribed timeline, the funding obtained shall be refunded along with simple interest at 10% per annum, calculated from the date of communication of cancellation of the event or decision to withdraw from participation.

All other provisions of Trade Notice No. 19/2025-26 dated 31 December 2025 shall remain unchanged. The Trade Notice has been issued with the approval of the Competent Authority.
