In a significant move towards simplifying GST compliance and promoting ease of doing business, the Goods and Services Tax Network (GSTN) has highlighted the facility for automatic approval of amendments to non-core fields of GST registration through the GST Common Portal. Eligible taxpayers can update their registration particulars electronically without requiring approval or processing by the jurisdictional Tax Officer, subject to prescribed online validations.
The Central Board of Indirect Taxes and Customs (CBIC), vide Notification No. 05/2026–Central Tax dated October 26, 2026, has notified the Central Goods and Services Tax (Amendment) Rules, 2026, substituting Rule 19 of the CGST Rules, 2017, with effect from November 1, 2026, except for specified provisions having different commencement dates. The amended framework expands the scope of registration particulars eligible for system-based amendments, thereby reducing procedural delays and unnecessary departmental intervention.
Under the revised provisions, amendments relating to the legal name of the business, constitution of business without a change in PAN, addition or deletion of partners or directors, and Additional Places of Business can be processed electronically without obtaining prior approval from the Tax Officer, subject to successful submission of FORM GST REG-14 and completion of the prescribed validations. Earlier, several such changes were classified as core amendments requiring departmental approval.
Taxpayers can also update other eligible non-core registration particulars, including details of authorised signatories, promoters or partners, goods and services, bank account particulars and State-specific information, wherever applicable. Such changes are processed through the GST Portal in accordance with the applicable statutory requirements and portal-based verification procedures.
Importantly, Rule 19(4) of the CGST Rules, 2017 provides that amendments relating to particulars other than the Principal Place of Business shall take effect upon submission of the prescribed application and completion of the required online validation. Accordingly, eligible amendments are automatically processed by the system, and the amended registration certificate is made available electronically, wherever applicable, without requiring separate approval from the Tax Officer.
For updating the mobile number or email address of an authorised signatory, online verification remains mandatory. The amended instructions to FORM GST REG-14 also prescribe verification of the mobile number and email address of the Primary Authorised Signatory and one selected promoter, partner, director or other specified person, as applicable. The prescribed OTP authentication must be completed within three days from submission of the application; otherwise, the Application Reference Number (ARN) will not be generated.
However, amendments involving the Principal Place of Business (PPoB) generally continue to require verification and approval by the Proper Officer. A specific relaxation has been provided for taxpayers registered under Rule 14A who have not withdrawn from that registration option. Under the newly substituted Rule 19(3), effective December 1, 2026, such taxpayers will be able to amend their Principal Place of Business through online validation without separate officer approval.
To avail the facility, taxpayers are required to log in to the official GST Portal at www.gst.gov.in and navigate to Services → Registration → Amendment of Registration – Non-Core Fields. After selecting the relevant particulars, taxpayers must furnish the revised information, upload supporting documents wherever required, complete verification and submit the amendment application electronically.
As prescribed under Rule 19(1), an application for amendment of registration particulars is generally required to be submitted in FORM GST REG-14 within 15 days of the occurrence of the relevant change, together with applicable supporting documents. Further, where a change in the constitution of business results in a change of PAN, the taxpayer must obtain fresh GST registration instead of seeking amendment of the existing registration.
The simplified amendment mechanism is expected to facilitate faster updating of GST registration records, reduce compliance costs, minimise administrative bottlenecks and enhance transparency. The initiative represents another important step towards technology-driven GST administration, taxpayer facilitation and ease of doing business.
