Automatic amendment of GST registration particulars; officer approval confined to change in principal place of business – Rule 19 substituted

Background:

Rule 19 of the CGST Rules, 2017 governs amendment of registration through FORM GST REG-14. Hitherto, amendments were classified as “core” (legal name of business, address of principal/additional place of business, and addition/deletion of promoters, partners, directors, Karta, etc.) and “non-core”. Core amendments required approval of the proper officer within 15 days, failing which the amendment was deemed approved; non-core amendments were auto-approved by the portal. In practice, even routine changes such as addition of an additional place of business or change in legal name remained pending for officer action, and notices seeking clarification were common, delaying real-time updation of registration details.

The 57th GST Council (08.10.2026) recommended an amendment to Rule 19 to provide for automatic acceptance of amendments to all registration particulars on the portal, except those relating to the principal place of business (PPoB), and, for taxpayers registered under Rule 14A (automatic route), automatic acceptance of amendments of all particulars including PPoB. The FAQs issued with the Council recommendations clarified that amendments relating to legal name, constitution of business and additional place of business would henceforth be treated as non-core and processed automatically without officer approval.

What the Notification provides:

Now, the CBIC vide Notification No. 05/2026-Central Tax dated 26.10.2026 has substituted Rule 19 of the CGST Rules, 2017. The substituted rule provides as under:

  • Rule 19(1) – Time limit and scope: Any change in the particulars furnished in FORM GST REG-01, REG-07 (TDS/TCS), REG-09 (non-resident), REG-10 (OIDAR), the composition intimation in FORM GST CMP-02, the UIN application in FORM GST REG-13, or the GST practitioner enrolment in FORM GST PCT-01 must be applied for in FORM GST REG-14 within 15 days of the change, along with supporting documents.
  • Rule 19(2) – Change in principal place of business (officer route): Where the change relates to the PPoB (or the place of business of the representative in India in REG-10, the entity in REG-13 or the professional address in PCT-01), the application is forwarded to the proper officer. The officer must approve within 15 days and issue an order in FORM GST REG-15; where the application is deficient, a notice in FORM GST REG-03 may be issued within 15 days, to be replied in FORM GST REG-04 within seven working days; the officer must then approve within seven working days or, for reasons recorded in writing, reject in FORM GST REG-05. If no reply is furnished, the application is deemed rejected and intimated in new FORM GST REG-05A. Where the officer fails to act within 15 days of the application or within seven working days of the reply, the registration certificate is deemed amended.
  • Rule 19(3) – Rule 14A registrants: For a person registered under Rule 14A who has not withdrawn from that option, even a change in PPoB stands amended automatically on submission of REG-14 and completion of online validation (this sub-rule takes effect from 01.12.2026).
  • Rule 19(4) – All other particulars: Any change other than PPoB (including legal name, constitution, additional places of business, promoters/partners/directors, authorised signatory, bank accounts, goods/services, etc.) stands amended automatically on submission of REG-14 and completion of online validation, with the amended certificate made available on the portal.
  • Rule 19(5) – PAN-wide effect: Changes in legal name of business and addition, deletion or retirement of partners, directors, Karta, managing committee, board of trustees, CEO or equivalent, in any State/UT, apply to all registrations obtained on the same PAN.
  • Rule 19(6) – Contact details: Change in mobile number or e-mail of the authorised signatory is effected only after online verification (OTP) through the common portal in the manner provided under Rule 8(2).
  • Rule 19(7) – Change in PAN: Where a change in constitution results in change of PAN, fresh registration must be obtained.

Consequentially, FORM GST REG-14 has been substituted, FORM GST REG-03, REG-04, REG-05 and REG-15 have been updated for their references, and new Rule 83C has been inserted to provide that a GST practitioner seeking amendment of the particulars in FORM GST PCT-01 shall apply in FORM GST REG-14, with Rule 19 applying mutatis mutandis.

Effective date:

The substituted Rule 19 and new Rule 83C are effective from 1st November, 2026; Rule 19(3) (automatic PPoB amendment for Rule 14A registrants) is effective from 1st December, 2026. Taxpayers may now expect near real-time updation of registration details for all non-PPoB changes, while PPoB changes for regular (Rule 9) registrants continue to be examined by the proper officer within defined timelines backed by a deemed-approval safeguard.
