The Directorate General of Foreign Trade (DGFT), in exercise of powers conferred under Paragraph 2.04 of the Foreign Trade Policy, 2023, has allocated a quantity of 8606 Metric Tonnes Raw Value (MTRV) for export of raw cane sugar to the United States of America (USA) under the Tariff Rate Quota (TRQ) scheme for US Fiscal Year 2026, covering the period from 1 October 2025 to 30 September 2026. The allocation has been notified vide Public Notice No. 12/2026-2027 dated May 22, 2026.
As per Notification No. 3/2015-20 dated 20 April 2015, export of sugar (HS Code: 17010000) to the USA and the European Union (EU) under the TRQ scheme is categorised as ‘Free’, subject to the conditions as notified in the ‘Nature of Restrictions’ specified therein. Exporters are required to adhere to all conditions prescribed in the said notification.
Certificate of Origin (CoO), wherever required for preferential export of sugar to the USA, shall be issued by the Additional Director General of Foreign Trade (Addl. DGFT), Mumbai, on the recommendation of the Agriculture and Processed Food Products Export Development Authority (APEDA) regarding the eligible entity and quantity. Other certification requirements, if any, specifically prescribed for export of sugar to the USA shall continue to be followed.
The TRQ quota shall be operated by the Agriculture and Processed Food Products Export Development Authority (APEDA), New Delhi, as the designated implementing agency for export of TRQ items to the USA.
The reporting requirements as notified vide Notification No. 3/2015-2020 dated 20 April 2015, read with Notification No. 20 dated 7 September 2015, shall continue to be followed by exporters availing the TRQ benefit.
Effect of this Public Notice:
The quantity of 8606 MTRV of raw cane sugar to be exported to the USA under the TRQ scheme for the period from 1 October 2025 to 30 September 2026 has been formally notified. Exporters desirous of exporting raw cane sugar to the USA under the TRQ scheme for US FY 2026 may approach APEDA, New Delhi, as the designated implementing agency, for operationalisation of the quota.
