DGFT Amends Appendix 2B of FTP 2023 to Notify Authorised Agencies for Issuance of Preferential Certificates of Origin under India-UK CETA

The Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, has issued Public Notice No. 10/2026-27 dated May 11, 2026, amending Appendix 2B [List of Agencies Authorised to issue Certificate of Origin (Preferential)] under the Foreign Trade Policy (FTP), 2023.

The amendment has been notified in exercise of powers conferred under Paragraphs 1.03 and 2.04 of the Foreign Trade Policy, 2023, for inclusion of the list of agencies authorised to issue Certificates of Origin (CoO) under the India–United Kingdom Comprehensive Economic and Trade Agreement (India-UK CETA).

Under the notification, several Export Promotion Councils, Commodity Boards, Inspection Agencies and Special Economic Zone authorities have been designated as authorised agencies for issuance of preferential Certificates of Origin for exports to the United Kingdom under the India-UK CETA framework.

The agencies notified include:

  • Directorate General of Foreign Trade and its regional offices;
  • Export Inspection Council and Export Inspection Agencies;
  • Agricultural and Processed Food Products Export Development Authority (APEDA);
  • Marine Products Export Development Authority (MPEDA);
  • Central Silk Board;
  • Coir Board;
  • Development Commissioner (Handicrafts);
  • Spices Board;
  • Textile Committee; and
  • Tobacco Board.

In addition, various Special Economic Zones (SEZs), including Cochin SEZ, Falta SEZ, Kandla SEZ, MEPZ SEZ, NOIDA SEZ, SEEPZ SEZ and Visakhapatnam SEZ, have also been authorised to issue Certificates of Origin for eligible products exported by units located within their respective jurisdictions.

The Public Notice specifies product-wise jurisdiction for issuance of Certificates of Origin, including agricultural products, marine products, silk products, coir products, handicrafts, textiles and tobacco products, while DGFT and Export Inspection agencies have been authorised for all products.

According to DGFT, the effect of the Public Notice is to operationalise the list of authorised agencies permitted to issue preferential Certificates of Origin under the India-UK CETA, thereby facilitating exporters in availing preferential tariff benefits under the Agreement.
