Major Procedural Relief for Taxpayers and GST Professionals in Appeal Filing Process: GSTAT Portal Enabled For Document Upload & Checklist Access Prior To Court Fee Payment

In a significant taxpayer-friendly reform aimed at enhancing procedural efficiency and ease of compliance, the Goods and Services Tax Appellate Tribunal (GSTAT) Portal has been upgraded to permit appellants and authorized representatives to access the “Upload Document” and “Checklist” tabs even before the payment of court fees.

Earlier, the GSTAT filing system restricted users from proceeding to the subsequent stages of appeal filing unless payment details were first updated on the portal. This technical restriction created practical difficulties for taxpayers and professionals, particularly in situations where preparation of appeal documents was completed but payment formalities were pending.

The newly introduced system enhancement removes this operational bottleneck and enables appellants to continue with documentation and checklist compliance independently of fee payment status. The change is expected to substantially streamline the appeal filing workflow and reduce unnecessary delays in the filing process.

This development follows representations and practical concerns raised by stakeholders from the GST fraternity. Notably, the Marwar GST Bar Association, vide representation dated 29.01.2026, had specifically highlighted the hardship being faced by taxpayers and authorized representatives due to the earlier portal restriction. The representation emphasized that professionals should be allowed to complete documentation formalities and keep appeals ready while payment arrangements are being finalized.

Taking cognizance of the issue, the concerned authorities have now implemented the necessary modifications on the GSTAT portal in the interest of trade facilitation and procedural convenience.
