Government Revises Countervailing Duty (CVD) Notification for SAW Line Pipes Following Changes in Customs Tariff Classification

The Ministry of Finance, Department of Revenue, has issued Notification No. 01/2026-Customs (CVD) dated 30 April 2026 to align the existing Countervailing Duty (CVD) framework with revised tariff classifications introduced in the First Schedule of the Customs Tariff Act, 1975.

Issued under Section 9 of the Customs Tariff Act, 1975 read with the Customs Tariff (Identification, Assessment and Collection of Countervailing Duty on Subsidized Articles and for Determination of Injury) Rules, 1995, the notification amends Notification No. 04/2024-Customs (CVD) dated 10 September 2024.

The amendment specifically revises tariff classifications relating to longitudinally submerged arc welded (SAW) iron and steel pipes used in oil and gas pipeline infrastructure. Under the revised notification, the earlier tariff item 7305 11 29, covering non-galvanised longitudinally submerged arc welded pipes and tubes of iron or steel, has been substituted with tariff items 7305 11 41 and 7305 11 49.

The revised tariff item 7305 11 41 covers clad, plated or coated longitudinally submerged arc welded line pipes of iron or steel having an external diameter exceeding 406.4 mm, commonly used in oil and gas transmission pipelines. Tariff item 7305 11 49 pertains to other longitudinally welded tubes and pipes of iron or steel with an external diameter exceeding 406.4 mm.

According to the Department of Revenue, the amendment has been carried out to ensure that the Countervailing Duty notification remains aligned with updated Customs Tariff classifications and continues to provide legal clarity in the implementation of trade remedial measures.

The notification forms part of the broader exercise undertaken by the Government to harmonise customs and trade remedy notifications with revised HS classification structures introduced through tariff rationalisation measures.

The notification shall come into effect from 1 May 2026.
