The Government of India has issued Notification No. 03/2026-Customs (ADD) dated 10 February 2026, continuing the levy of anti-dumping duty on imports of Toluene Di-Isocyanate (TDI) having isomer content 80:20, originating in or exported from the European Union and Saudi Arabia. This decision follows the final findings of the Designated Authority (DGTR), notified on 12 November 2025, which concluded that the cessation of the existing duty would likely lead to the continuation of dumping and consequent injury to the domestic industry. Considering these findings and exercising powers under Section 9A of the Customs Tariff Act, 1975 read with the relevant Anti-Dumping Rules, the Central Government has extended the duty for a further five years from the date of publication of the notification.
The notification supersedes the earlier Notification No. 28/2021-Customs (ADD) dated 27 April 2021 but preserves actions taken under it. The continued duty applies specifically to TDI (80:20), classified under tariff item 2929 10 20, while other grades of TDI remain outside the scope. The Government has prescribed producer-specific anti-dumping duty rates, including USD 221.04/MT for Covestro Deutschland AG and USD 102.05/MT for BorsodChem Zrt of the European Union, and USD 217.55/MT for Sadara Chemical Company of Saudi Arabia. For all other producers from these countries, as well as for exports routed through third countries, the applicable duties range from USD 264.96/MT to USD 344.33/MT, as detailed in the notification.
The duty will be payable in Indian currency, calculated based on the exchange rate notified under Section 14 of the Customs Act, 1962, and applicable on the date of presentation of the bill of entry. Through this continued imposition of anti-dumping duties, the Government seeks to ensure fair trade practices and safeguard the domestic TDI industry from injury caused by dumped imports.
