The Department of Economic Affairs (DEA) has announced that pre-budget meetings for the financial year 2026-27 will begin on October 9, 2025, and continue until around mid-November. The meetings will be chaired by the Secretary (Expenditure) and will play a key role in finalising budget estimates for the upcoming fiscal year.
The DEA, which released the official Budget circular for 2026-27, stated that all budget-related data must be submitted through the Union Budget Information System (UBIS).
Ministries and departments are required to submit their provisional Statement of Budget Estimates (SBE) in the prescribed format via UBIS by October 3, 2025.
According to the circular, the provisional SBEs submitted by ministries will form the basis for the pre-budget discussions. The meetings will help provisionally finalise the Revised Estimates for 2025-26 as well as the Budget Estimates for 2026-27.
The DEA said that discussions during these meetings will focus on evaluating expenditure requirements, reviewing receipts, assessing non-tax revenues, and determining net expenditure projections.
These consultations aim to ensure a coordinated and structured approach to the Union Budget formulation process.
