New Import Regulations for Solar and Wind Energy Components Effective from November 1, 2025

The DGFT has announced significant amendments to the import policy for various items crucial to the solar and wind energy sectors. These changes, outlined in Notification No. 40/2025-26 dated October 10, 2025, will come into effect from November 1, 2025, impacting items covered under Chapters 70, 73, 84, and 85 of the ITC (HS) 2022, Schedule -I (Import Policy).

A key highlight of the updated policy is the mandatory registration on the Renewable Energy Equipment Import Monitoring System (REEIMS) of the Ministry of New and Renewable Energy for specific items. This includes toughened (tempered) safety glass and photovoltaic cells, whether or not assembled in modules or panels (HS Codes 70071900, 85414200, 85414300) when exclusively used for solar energy projects. Similarly, components for wind-operated electricity generation, such as certain towers, bearing housings, gears, generating sets, and parts of electric motors (HS Codes 73082019, 84833000, 84834000, 85016420, 85016430, 85023100, 85030090), will also require REEIMS registration.

The notification specifies that these registration requirements apply to imports via air cargo, sea cargo, and land routes. Applications for registration must be submitted at least two days in advance for air cargo shipments and five days for sea and land route shipments. Each registration will be valid for three months and will be specific to a designated seaport, airport, or land port, although multiple consignments can be processed under a single registration. Notably, there will be no registration fee for REEIMS. The system will also include a provision for importers to declare the intended end-use of the imported products and components. The DGFT emphasizes that these revisions aim to streamline and monitor the import of critical components for India’s renewable energy infrastructure.
