India imposes anti-dumping duty on Chinese, Vietnamese solar glass

India has imposed an anti-dumping duty on imports of textured tempered glass from China and Vietnam—a key component in solar panels. The duty will be in effect for five years and will be calculated based on the difference between a reference price set by the government and the landed price of the glass.

Tempered glass protects the photovoltaic cells in solar panels. It is textured to reduce reflections. This anti-reflective glass increases solar module efficiency and performs better than conventional solar glass.

The investigation into below-cost imports from China and Vietnam began in February last year, following a complaint by Indian manufacturers led by Borosil Renewables, the country’s largest producer of solar glass. Four other domestic manufacturers also produce the product.

The investigation by directorate general of trade remedies (DGTR) showed that imports of solar glass from China, Vietnam, and other countries had risen significantly in recent years. Imports increased from 29,980 metric tonne (MT) in 2020–21 to 779,017 MT during the period of investigation (POI). Imports from China surged from 29,324 MT in 2020–21 to 659,732 MT during the POI, while imports from Vietnam increased from 656 MT to 119,285 MT, with the steepest increase occurring between 2020–21 and 2021–22. Meanwhile, imports from other countries outside the subject nations declined—from 128,819 MT in 2020–21 to just 16,537 MT during the POI.

Following the DGTR’s findings, a provisional anti-dumping duty was imposed in December 2024. The Central Board of Indirect Taxes and Customs (CBIC) has notified the final anti-dumping duty, which will remain in place until December 2029.

In a separate notification issued late Thursday, the CBIC also imposed anti-dumping duties on imports of Glufosinate and its salts, as well as sodium citrate, from China. A duty of $2,998 per metric tonne has been levied on Glufosinate and its salts for five years. For sodium citrate, the duty ranges between $96.05 and $152.78 per metric tonne, also for a five-year period. Glufosinate is a broad-spectrum herbicide used to control weeds. Sodium citrate is a widely used chemical compound with applications in medicine, food processing, and laboratory settings.
