ICMAI Releases Second Edition of “Handbook on GST Department Audit” to Strengthen Audit Preparedness and Compliance Framework

The Institute of Cost Accountants of India (ICMAI), a statutory body under an Act of Parliament functioning under the Ministry of Corporate Affairs, has released the Second Edition of the “Handbook on GST Department Audit” as part of its continued efforts to strengthen professional capacity and promote robust tax governance under the Goods and Services Tax (GST) regime.

The handbook has been developed by the Tax Research Department of ICMAI and incorporates recent legislative amendments, procedural refinements, emerging audit practices and judicial developments in the GST framework. The revised edition reflects the evolving nature of departmental audits, which are increasingly data-driven, analytical and technology-enabled.

GST has significantly transformed India’s indirect tax ecosystem by introducing transparency, digital integration and uniformity across the country. As the GST regime matures, departmental audits have assumed a critical role in ensuring compliance, safeguarding revenue and promoting voluntary adherence to tax laws. The audit process has progressively shifted from an inspection-oriented approach to an insight-driven mechanism aimed at systemic improvement and trust-building between taxpayers and tax authorities.
