
The Office of the Principal Commissioner of Customs, Inland Container Depot (ICD) Patparganj & Other ICDs, Delhi, has issued Public Notice No. 03/2026-27 dated May 19, 2026, granting waiver of late filing fee/penalty for Bills of Entry affected due to the “Error 999” issue encountered on the ICEGATE system.
The decision has been taken following representations from members of the trade who faced major system-related difficulties while filing Bills of Entry under the ASEAN–India Free Trade Area (AIFTA) Notification No. 046/2011 and SAPTA Notification No. 050/2018 during 13 May 2026 and 14 May 2026.
According to the Public Notice issued by the Commissionerate, the technical issue on ICEGATE resulted in unsuccessful submission of Bills of Entry owing to the occurrence of “Error 999,” thereby impacting timely customs compliance procedures for importers and customs brokers.
In order to facilitate trade and ensure that stakeholders are not adversely affected due to system-generated issues beyond their control, the Commissionerate has decided to waive the applicable “late fee/penalty” for delayed filing of Bills of Entry in such cases.
The waiver shall be applicable for consignments that were landed/arrived during the period from 13.05.2026 to 14.05.2026 and were impacted due to the said ICEGATE error under the above-mentioned notifications.
The Public Notice further states that any difficulties faced by trade stakeholders in this regard may be brought to the notice of the department for necessary resolution and facilitation.
The initiative reflects the Government’s continued commitment towards trade facilitation, ease of doing business, and ensuring smooth customs clearance mechanisms through responsive administrative measures.
