October 16, 2026: In an important step towards streamlining administrative processes and ensuring continuity in case management, the Goods and Services Tax Appellate Tribunal (GSTAT) has outlined a comprehensive Standard Operating Procedure (SOP) for Branch Officer-to-Branch Officer (BO-to-BO) Transfer through the GSTAT Portal.
The SOP, titled “BO to BO Transfer”, prescribes an online mechanism for transferring cases assigned to a Branch Officer (BO) who is being relocated to another location. The procedure enables the concerned Branch Officer to initiate the release of assigned cases to the reporting authority, namely the Sub-Office (SO) or Nodal Officer, for subsequent reassignment to another Branch Officer within the same location.
The primary objective of the SOP is to facilitate systematic case reassignment when a Branch Officer is relocated, thereby providing a defined procedure for maintaining administrative continuity and managing case allocations on the GSTAT Portal.
Procedure for Initiating Transfer by Branch Officer
As per the prescribed procedure, the concerned Branch Officer is required to log in to the GSTAT Portal and navigate to “My Account → Request Case Release”. The Branch Officer must select the relevant case or cases proposed to be transferred and click on the “Request Selected” button.
Upon submission of the request, a confirmation pop-up appears on the portal. After confirmation, the system displays a message acknowledging the release request for the selected case.
Thereafter, the case is routed back to the Sub-Office that originally assigned the case to the Branch Officer. However, where the case was originally assigned by the Nodal Officer, the case is routed back to the concerned Nodal Officer.
Approval and Release of Cases by Sub-Office
The SOP further prescribes the process to be followed by the Sub-Office for handling case release requests received from Branch Officers.
The concerned Sub-Office is required to log in to the GSTAT Portal and navigate to “Manage Cases → BO/SO Case Release Requests”, where pending case release requests can be viewed.
The Sub-Office must select the relevant case and click on the “Approve & Release” option available in the Action column. After confirmation through the portal’s pop-up window, the case is moved to the “Unassigned Released Cases” section.
This process provides an administrative approval stage before the case is made available for reassignment to another Branch Officer.
Reassignment of Released Cases to Another Branch Officer
Once a case has been approved for release, the authorised Sub-Office user can access the “Unassigned Released Cases” section and select the appropriate request batch by clicking the “View Cases” button.
The user must thereafter select the relevant case and click on “Assign Selected” to initiate the reassignment process.
Under the prescribed procedure, the State/Centre and Jurisdiction details are automatically populated by the GSTAT Portal. The authorised user must select the appropriate Sub-Jurisdiction, Role, Ward and Name of the Branch Officer from the available dropdown options.
Upon selection of the concerned Branch Officer, the portal automatically populates the corresponding Mobile Number and Email ID. The user is then required to click the “Submit” button to complete the reassignment.
After successful submission, the portal displays a confirmation message indicating that the selected case has been successfully assigned to the designated Branch Officer.
Significance of the New SOP for GSTAT Administration
The BO-to-BO Transfer SOP establishes a structured digital workflow for handling the reassignment of cases arising from th e relocation of Branch Officers. The mechanism is expected to facilitate efficient administrative coordination between Branch Officers, Sub-Offices and Nodal Officers.
By introducing clearly defined stages for case release requests, approval, movement to an unassigned case pool and subsequent reassignment, the procedure can help minimise administrative difficulties and support continuity in case management.
The provision for automatic population of jurisdictional information and contact details of the receiving Branch Officer is also expected to simplify the reassignment process and reduce manual data entry.
Important Implications for Stakeholders
Although the prescribed functionality primarily concerns the internal administrative management of GSTAT cases, efficient implementation of the procedure may indirectly benefit taxpayers, appellants, respondents and authorised representatives by supporting continuity in handling cases when the concerned Branch Officer is relocated.
The SOP provides procedural clarity regarding the release and reassignment of cases and represents another step towards digital administration, procedural efficiency and structured case management within the GST Appellate Tribunal system.
