GSTAT Dehradun Bench Begins Functioning from Permanent Premises; to Hear GST Appeals Across Uttarakhand; State Bench to exercise jurisdiction over all districts of Uttarakhand for appeals against orders of Appellate and Revisional Authorities

The Goods and Services Tax Appellate Tribunal (GSTAT), Dehradun Bench has issued Public Notice No. 02/2026 dated 30 June 2026, informing taxpayers, professionals and other stakeholders about the establishment and functioning of the State Bench at Dehradun. The Bench will have jurisdiction over all districts in the State of Uttarakhand.

The GSTAT has been constituted by the Central Government to hear appeals against orders passed by the Appellate Authority or Revisional Authority under Sections 107 and 108 of the Central Goods and Services Tax Act, 2017, the respective State Goods and Services Tax Act, 2017, or the Union Territory Goods and Services Tax Act, 2017, as applicable.

The Public Notice states that the GSTAT has its Principal Bench at New Delhi along with 31 State Benches located across various States and Union Territories, as notified by the Department of Revenue. The Dehradun Bench is one of these State Benches and will hear eligible GST appeals arising from authorities exercising jurisdiction anywhere in Uttarakhand.

The Dehradun Bench is functioning from its permanent premises at Nyay Mandap, 72, Subhash Road, Dehradun, Uttarakhand – 248001. The establishment of the permanent Bench provides taxpayers and litigants in the State with a dedicated institutional forum for pursuing statutory appellate remedies under the GST law.

All appeals and applications before the Dehradun Bench are required to strictly comply with the relevant provisions of the Goods and Services Tax Appellate Tribunal (Procedures) Rules, 2025, read with the applicable statutory provisions, regulatory framework and administrative directions issued from time to time.

Taxpayers, authorised representatives and other stakeholders have been advised to refer to the “Notice” section of the GSTAT e-filing portal for the applicable e-filing advisory, the GSTAT (Procedures) Rules, 2025 and other relevant orders and instructions governing filing and proceedings before the Tribunal.

For difficulties faced in filing appeals or applications, applicants and appellants may seek assistance through the designated toll-free number 1800-103-4782. Technical issues relating to the portal may also be reported through the “Report any issue” facility available under the Help Center section of the GSTAT portal by submitting the prescribed Incident Report Form.

The Public Notice has been circulated to key judicial, tax administration, industry and professional bodies for wider dissemination among stakeholders. These include the High Court of Uttarakhand, Central and State GST authorities, industry associations, the Bar and professional institutions.

The functioning of the GSTAT Dehradun Bench marks an important step in strengthening the GST appellate framework in Uttarakhand by providing taxpayers with a specialised forum for adjudication of second-level appeals under the GST law.
