Mizoram chief minister Lalduhoma on Monday said no individual or firm without having GST registration should be awarded any govt contracts in the future and any individual or company applying for contract works must have GST registration.
Lalduhoma, addressing the review meeting of department of personnel & administrative reforms (DP&AR) and disaster management & rehabilitation department (DMR) said that the state government can incur huge financial loss if government contracts are allotted to contractors who do not obtain registration under GST.
He also said that the state government is for introduction of ‘one department one banking system’ for which a notification will soon be issued.
The chief minister said that ‘Mizoram PWD Manual’ is being formulated which will enable the state public works department to procure materials and equipment directly from the factories which is expected to speed up procurement of materials usually delayed due to red tape.
He urged all the departments to immediately submit utilisation certificates so that payments from the central ministries are not delayed. He also said that all the project proposals should be routed through the state planning & programme implementation department.
“All the contractual agreements should be prepared with sound spirit so that the contractors are not given undue pecuniary advantages. There had been dubious agreements which are usually beneficial for the contractors but cause heavy loss to the public and the state government,” he added.
