GST collections dipped by 3% this Dec, says CM Pramod Sawant of Goa

Chief minister Pramod Sawant on Friday acknowledged the 3% dip in Goa’s goods and services tax collections (GST) for Dec.

“The speed at which the GST collections should have increased in Dec did not happen. There is a little bit of an effect,” Sawant told reporters after taking stock of the state budgetary allocations during a review meeting with heads of departments.

Goa’s GST revenue dipped by 3% in Dec, falling to Rs 365 crore from Rs 378 crore in the same month last year. Goa is among 12 states that reported a decline in GST revenue.

For the March-Dec period, Goa saw GST collections increase by a negligible 1%, crawling from Rs 3,251 crore for the first 10 months of 2024-25 to Rs 3,288 crore for the same period in 2025-26.

The national average for GST collections showed a 6% increase for all states.

Despite the monthly dip, Goa received Rs 3,288 crore as its SGST share from IGST settlement up to Dec in the current financial year, marginally higher than Rs 3,251 crore received during the same period last year.

The revision in GST rates in Sep, with lower rates for key products, could be behind the slower pace of Goa’s GST revenue.

The meeting was held to review the assurances given in the budget for 2025-26, and to take stock of the utilisation of budgetary expenditure and pending disbursals.

“During the review of the state budget, we found that 54% of the budget was utilised by Nov and, given the speed at which we are working, 95% of the budget will be completed by March 31. Then there are the budget assurances that were given by the department. These budget assurances will be revised and we will ensure that these assurances are fulfilled,” said the chief minister.
