Government Revises Standard Input Output Norms (SIONs) for Chemical and Allied Products

The Government of India has notified revisions in the Standard Input Output Norms (SIONs) for select products under the Chemical and Allied Products sector, with a view to facilitating exports and ensuring accurate determination of input requirements.

The revisions have been notified by the DGFT under Public Notice No. 38/2025-26 dated December 17, 2025, issued in exercise of the powers conferred under the Foreign Trade Policy (FTP) 2023, as amended from time to time.

Key Highlights:

  • Revised SIONs have been notified for multiple export items, including coated paper board, glass fibre fabric, playing cards, cartons and boxes, printed books, stationery items, industrial lubricants, pigments, self-adhesive paper, and other chemical and allied products.
  • New SION entries have been introduced for Pigment Yellow PGR (Pigment Yellow 191) and Self-Adhesive Paper, enabling better alignment with current manufacturing and export practices.
  • General Note for All Export Product Groups (Serial No. 8) has been comprehensively revised to clarify norms related to:
    • Applicability of specific versus generic norms
    • Import entitlement conditions
    • Value and quantity limits
    • Accounting of wastage
    • Conditions for advance authorisation and duty-free replenishment certificates

Impact of the public Notice:

The revised norms will help exporters accurately assess eligible input quantities, simplify compliance procedures, and promote ease of doing business. The changes will come into effect immediately.
