Government Restricts Import of Low Ash Metallurgical Coke for Six Months

The Government of India has amended the import policy relating to Low Ash Metallurgical Coke under Chapter 27 of the ITC (HS), 2022, with a view to regulating its imports for a specified period.

In this regard, the Directorate General of Foreign Trade (DGFT), Department of Commerce, Ministry of Commerce & Industry has issued Notification No. 53/2025–26 dated 31st December 2025, published in the Gazette of India (Extraordinary), amending the Import Policy of Low Ash Metallurgical Coke.

Key Features of the Notification

  • Import of Low Ash Metallurgical Coke, having ash content below 18%, including coke fines/coke breeze and ultra-low phosphorous metallurgical coke (with phosphorous content up to 0.030% and size up to 30 mm with 5% size tolerance), falling under ITC (HS) Codes 27040020, 27040030, 27040040 and 27040090, has been placed under the “Restricted” category.
  • The restriction will be effective from 1st January 2026 to 30 June 2026 and imports during this period shall be permitted only in accordance with the newly introduced Policy Condition No. 08 of Chapter 27.
  • Imports of metallurgical coke with ash content above 18%, as well as other imports under the above ITC (HS) codes, are outside the scope of this restriction and shall continue to remain “Free”.

Objective

The measure aims to ensure better regulation of imports of low ash metallurgical coke used primarily in ferroalloy manufacturing, while allowing continued availability of higher ash metallurgical coke without restriction.
