
In a significant step towards enhancing transparency, accountability, and passenger confidence, the Government has prescribed the use of Body Worn Cameras (BWCs) with audio-video recording facilities for uniformed Customs officers deployed at international airports.
The initiative has been introduced by the Central Board of Indirect Taxes & Customs (CBIC) under the Ministry of Finance, Department of Revenue, in alignment with global best practices and the Government’s emphasis on technology-driven reforms and Ease of Doing Business.
Customs officers posted at international airports perform critical passenger baggage clearance functions under the Customs Act, 1962 and the Baggage Rules. To further strengthen professionalism and transparency during passenger interactions, BWCs will be worn by baggage clearance officers, particularly those deployed at the Red Channel, which is meant for passengers carrying dutiable or restricted goods. Officers have also been advised to wear BWCs during any interaction with passengers within airport premises.
To ensure uniform implementation across all international airports, CBIC has issued a Standard Operating Procedure (SOP) vide Instruction No. 34 /2025-Customs dated December 30, 2025, detailing the deployment, handling, data storage, and monitoring of BWCs. As per the SOP:
- BWCs will be used strictly for official purposes and will remain under supervisory control.
- Recordings will be securely stored, encrypted, and retained for a period of 90 days, unless required for investigation or judicial proceedings.
- Adequate safeguards have been prescribed to address privacy concerns, including restricted access and oversight by designated vigilance अधिकारियों.
- Officers will courteously inform passengers that the interaction is being recorded as part of transparency measures.
Each Customs Zone has been directed to issue necessary Standing Orders to operationalize the use of BWCs and sensitize officers and stakeholders. Any operational difficulties in implementation are to be reported to CBIC for immediate resolution.
The instructions have come into force with immediate effect and are expected to further strengthen public trust in Customs administration at international airports.
