Government Introduces Auto Goods Registration Facility for e-Sealed Export Cargo

The Directorate General of Systems, under the Central Board of Indirect Taxes & Customs (CBIC), has issued an Advisory dated February 05, 2026 announcing the launch of an Automated Goods Registration Facility for e-sealed containerized export cargo, with the objective of promoting ease of doing business, contactless customs, and process efficiency.

Key Features of the New Facility

Elimination of Manual Goods Registration

Until now, exporters were required to physically visit Customs officers for updating goods-registration details. The newly launched system will allow auto-registration of goods once containers are gated-in at the port.

Applicable Only for Authorized Self-Sealing Exporters

This facility is available exclusively to exporters permitted by the competent authority to carry out self-sealing of containers as prescribed in relevant circulars. Export consignments covered: Factory-stuffed, e-sealed Full Container Load (FCL) cargo.

Mandatory Filing of Annexure C Details

To avail this facility, exporters must ensure that Package details, Marks & Numbers, and Container details (Annexure C of the Shipping Bill) are filed completely and correctly at the time of Shipping Bill submission.

E-Seal Scanner Integration

Universal e-seal scanning systems installed at ports will transmit the container-arrival information directly to CBIC’s backend systems. Auto-registration will trigger automatically once the last declared container in a Shipping Bill is gated-in.

Automated Email Intimation

Upon successful goods registration, an email notification will be sent to the concerned IEC holder/Customs House Agent (CHA). In case of errors, an alert will be issued directing the exporter/CHA to approach the Port Customs officer for rectification.

Pilot Roll-Out

The facility will initially be piloted at Nhava Sheva (INNSA1), with subsequent expansion to other ports based on scanner availability.

Optional Use of Existing System

This facility is complementary to existing manual goods-registration processes. Exporters and CHAs may still opt for physical registration through Port Customs officers in case of issues or operational challenges.
