DGFT Revises Sub-Committee on Trade Finance under Export Promotion Mission; New Composition to Apply Uniformly Across All Niryat Protsahan Trade Finance Interventions

The Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, has revised the composition of the Sub-Committee on Trade Finance constituted under the Niryat Protsahan sub-scheme of the Export Promotion Mission (EPM). The revised composition has been notified through Trade Notice No. 29/2026-27 dated October 1, 2026 and will apply uniformly to all Trade Finance interventions under the Niryat Protsahan sub-scheme.

Trade Finance Sub-Committee to Oversee and Monitor EPM Interventions

The Export Promotion Mission has been operationalised through various Trade Notices issued from time to time under the Niryat Protsahan sub-scheme. A dedicated Sub-Committee on Trade Finance has been constituted for oversight and monitoring of the implementation of trade finance interventions undertaken under the scheme.

Single Revised Composition to Apply Across All Trade Finance Interventions

DGFT has now provided that the revised composition of the Sub-Committee will be applicable uniformly across all Niryat Protsahan Trade Finance interventions, replacing the intervention-specific compositions earlier notified through separate Trade Notices. The revised structure has been set out in Annexure-I to Trade Notice No. 29/2026-27.

MSME Ministry and Department of Commerce to Jointly Chair the Sub-Committee

Under the revised framework, the Development Commissioner, Ministry of MSME, and the Additional Secretary (Trade Finance), Department of Commerce, will act as Co-Chairs of the Sub-Committee. The arrangement brings together the MSME and Commerce Ministries at the leadership level of the trade-finance monitoring mechanism.

Finance Ministry, DGFT and Key Credit Institutions Included as Members

The reconstituted Sub-Committee will include representatives from the Trade Finance Division of the Department of Commerce, Department of Financial Services under the Ministry of Finance, DGFT’s EPM Section and the Internal Finance Division of the Department of Commerce. Representatives of the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE), EXIM Bank and National Credit Guarantee Trustee Company (NCGTC) will also participate as Members. The Joint DGFT, EPM Section will serve as the Convenor.

ECGC, IBA, IFSCA and Factoring NBFCs to Participate as Invitees

The revised composition also provides for participation of the Export Credit Guarantee Corporation of India (ECGC), Indian Banks’ Association (IBA), International Financial Services Centres Authority (IFSCA) and representatives of Factoring NBFCs as Invitees. Their inclusion broadens institutional participation in the Sub-Committee dealing with export and trade-finance interventions.

Sub-Committee Empowered to Co-opt Experts and Industry Representatives

The Trade Notice further authorises the Sub-Committee to co-opt members or invite other participants as and when required. Domain experts and industry representatives having demonstrated experience in trade finance may also be associated for technical appraisal or other relevant purposes, providing flexibility to obtain specialised inputs while implementing the Mission.

Earlier Trade Notices Referred to for Existing Trade Finance Framework

The revised composition follows earlier Trade Notices including Trade Notice Nos. 20/2025-26 and 21/2025-26 dated January 2, 2026; Trade Notice No. 25/2025-26 dated February 20, 2026; and Trade Notice Nos. 31/2025-26 and 32/2025-26 dated March 6, 2026, through which the Sub-Committee composition had earlier been prescribed separately for different interventions.

Other Provisions of Niryat Protsahan Trade Notices Remain Unchanged

DGFT has clarified that all other provisions of the Trade Notices issued under the Niryat Protsahan sub-scheme of the Export Promotion Mission will continue unchanged. Accordingly, the latest Trade Notice is confined to rationalising and revising the institutional composition of the Trade Finance Sub-Committee.
