
The Directorate General of Foreign Trade (DGFT), Department of Commerce, Ministry of Commerce & Industry, has notified seven new Standard Input Output Norms (SIONs) under the “Chemical and Allied Products” category bearing Product Code ‘A’.
The new norms have been notified through Public Notice No. 23/2026-27 dated August 3, 2026, issued in exercise of the powers conferred under paragraph 1.03 of the Foreign Trade Policy, 2023, as amended from time to time. The newly fixed norms have been assigned serial numbers A-3708, A-3709, A-3710, A-3711, A-3712, A-3713 and A-3714.
Under SION A-3708, the export product is Theophylline (Anhydrous). For the export of one kilogram of the product, the notified norm permits the import of 0.89 kilogram of Cyano Acetic Acid 70%.
SION A-3709 covers PLAOBES 6 mg/ml Pen Liraglutide Injection 18 mg/3 ml, with each 3 ml pen containing 18 mg of Liraglutide. For the export of one unit, the norm permits the import of 19.8 mg of Liraglutide.
Under SION A-3710, the export product is Lumefantrine. For the export of one kilogram, the permitted inputs comprise 0.814 kilogram of 9H Fluorene, 0.390 kilogram of Di-N-Butylamine, 0.040 kilogram of Sodium Borohydride, 0.336 kilogram of Para Chloro Benzaldehyde and 0.555 kilogram of Dimethyl Formamide.
Three separate norms have been fixed for different strengths of Meropenem powder for solution for injection or infusion. SION A-3711 covers Meropenem 500 mg, for which the import of 672.6 mg per vial of Meropenem and Sodium Carbonate (Sterile Bulk) is permitted.
SION A-3712 covers Meropenem 1000 mg powder for solution for injection or infusion. For every vial exported, the norm permits 1,345 mg per vial of Meropenem and Sodium Carbonate in sterile bulk form.
Under SION A-3713, Meropenem 2 gram powder for solution for injection or infusion has been covered. The permitted input is 2,690 mg per vial of Meropenem and Sodium Carbonate (Sterile Bulk).
SION A-3714 applies to Ophthalmic Solution, including eye and ear drops. For the export of one kilogram content of the relevant bulk drug, the import of 1.02 kilograms of the relevant bulk drug or drugs is allowed. The Public Notice specifies that the content of the bulk drug will be determined in accordance with the applicable Drug Manufacturing Licence.
The notification of these seven new SIONs will enable Regional Authorities to grant Advance Authorisations directly in eligible cases, without referring individual applications to the Norms Committee. The measure is expected to reduce processing time, facilitate trade and ensure uniformity in the fixation and application of input-output norms.
