The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has notified four new Standard Input-Output Norms (SIONs) under the Chemical and Allied Products category (Product Code ‘A’), covering specified pharmaceutical products. The new norms have been introduced through Public Notice No. 36/2026-27 dated October 23, 2026, with the objective of facilitating expeditious issuance of Advance Authorisations by Regional Authorities and ensuring uniformity in the application of norms.
The notification has been issued in exercise of the powers conferred under Paragraph 1.03 of the Foreign Trade Policy (FTP) 2023, as amended from time to time. The four newly notified norms have been assigned SION Nos. A-3715, A-3716, A-3717 and A-3718, specifying the permissible input quantities against the respective export products.
Under SION No. A-3715, the DGFT has prescribed an input quantity of 54.84 mg of Doxycycline USP (Monohydrate) for the export product Doxycycline Tablets, USP 50 MG 100 S, with an export quantity of one number. Similarly, SION No. A-3716 covers Doxycycline Tablets, USP 100 MG 50 S, prescribing 109.68 mg of Doxycycline USP (Monohydrate) against an export quantity of one number.
Further, SION No. A-3717 has been notified for Doxycycline Tablets, USP 100 MG 500 S, with an input entitlement of 109.68 mg of Doxycycline USP (Monohydrate) against an export quantity of one number. These norms establish specified input-output requirements for the respective Doxycycline tablet formulations.
In addition, SION No. A-3718 has been introduced for Clobetasol Propionate BP/EP/USP, prescribing an input quantity of 1.08 kg of Betamethasone 17-Propionate against an export quantity of 1 kg of Clobetasol Propionate.
The DGFT has stated that the fixation of these four new SIONs under Product Group ‘A’ is intended to facilitate faster issuance of Advance Authorisations by Regional Authorities and ensure consistency and uniformity in the application of input-output norms. The measure will provide clearly defined norms for the specified export products, supporting the implementation of the Advance Authorisation framework under the Foreign Trade Policy.
