DGFT Issues Trade Notice for Review and Re-allocation of Pharma Grade Sugar Export Quota; Exporters Directed to Submit Utilisation Details Within 10 Days

The Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, Government of India, has issued Trade Notice No. 04/2026-27 dated May 22, 2026, providing for the review and re-allocation of the allocated Export Quota of Pharma Grade Sugar by the Special EXIM Facilitation Committee (SEFC). The Trade Notice has been issued in continuation of Trade Notice No. 06/2025-26 dated 18th June 2025 and subsequent notices issued for the allocation of Pharma Grade Sugar.

In exercise of the powers vested in the competent authority, it has been decided to review the utilisation of the allocated quantities of Pharma Grade Sugar and to assess the requirement for further allocation from the balance quota. Accordingly, all exporters to whom Pharma Grade Sugar was allocated under the above-mentioned Trade Notices are hereby requested to submit the following details through the DGFT IT system within 10 days from the date of issuance of this Trade Notice:

A Utilisation Certificate issued by a Chartered Accountant indicating the quantity of Pharma Grade Sugar exported against the allocated authorisation.

Requirement, if any, for additional allocation of Pharma Grade Sugar, along with:

    • [a] Justification for the requirement; and
    • [b] Copies of valid export contracts/purchase orders, if available.

The above details are required to be submitted by filing a revalidation application in the DGFT IT system, enclosing the relevant details on the allottee’s letterhead as specified in Para 2 above. Exporters who have already filed a revalidation application are not required to apply again.

It is further informed that the following criteria shall govern the review and re-allocation process:

    • [a] Authorisations in cases where more than 50% of the allocated quantity has been utilised may be considered for revalidation for a further period of six months.
    • [b] In cases where utilisation is less than 50%, the unutilised quantity shall be transferred to the common pool for re-allocation, unless copies of valid export contracts/purchase orders are made available as part of the application in terms of this Notice.
    • [c] Allocation from the common pool shall be made proportionately based on the demand submitted by exporters and the total quantity exported so far, subject to availability.

Non-submission of the required information within the stipulated time may result in appropriate action, including re-allocation of the unutilised quota.

It is clarified that deficient applications or applications received through e-mail/post, or those received beyond the specified timelines, shall not be considered.

DGFT reserves the right to decide or alter the modalities of distribution and allocation as per the applications received.
