The DGFT vide Public Notice No. 17/2025-26 dated July 30, 2025, has amended Para 10.16(A) of the Handbook of Procedures (HBP) 2023 to broaden the scope of the General Authorisation for Export of Chemicals & Related Equipment (GAEC). The revised policy includes chemicals listed in Appendix 10(N) for export/re-export to specified countries. A new clause allows exporters to propose additional destination countries not listed in Appendix 10(N) for consideration. Exporters may also submit an AEO or Status Holder Certificate, if available. The amendment aims to facilitate wider export coverage under GAEC through a more inclusive policy framework.
In exercise of the powers conferred under Paragraph 1.03 and Paragraph 2.04 of the Foreign Trade Policy (FTP) 2023, as amended from time to time, the Director General of Foreign Trade (DGFT) hereby amends Para 10.16 of the Handbook of Procedures (HBP) 2023, as mentioned below with immediate effect:

10.16 General Authorisation for Export of Chemicals and related Equipment (GAEC) of SCOMET items
A. Procedure for grant of General Authorisation for Export of Chemicals and related equipment (GAEC) I(a) For export or re-export of SCOMET items falling under Categories/Sub-Categories 1C, 1D, 1E, 3D001, and 3D004 (excluding software and technology), as well as chemicals listed in Appendix 10(N) to the specified countries mentioned therein, the applicant exporter shall apply for GAEC online and upload the required details in proforma ANF-10A. |
A new clause is inserted below 10.16(A)(I)(a) as sub-paragraph 10.16(A)(I)(b), as under:
i. For exports/re-exports of these items to countries not listed in Appendix 10(N), the applicant shall provide the list of other destination countries where such exports/re-exports are intended under GAEC, for suitable consideration.
ii. The Indian Exporter may submit a copy of the Authorised Economic Operator (AEO) Certification or Status Holder Certificate, if available.
Effect of this Public Notice: Para 10.16(A) of the Handbook of Procedures 2023 has been amended to expand the scope of the General Authorisation for Export of Chemicals & Related Equipment (GAEC) for chemicals listed in Appendix 10(N) to cover additional countries.
