
The Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, Government of India, has issued Public Notice No. 17/2026-27 dated June 04, 2026. The Public Notice has been issued for gazette publication in the Gazette of India Extraordinary, Part-I, Section-I. The enlistment has been made in exercise of powers conferred under Paragraph 2.04 of the Foreign Trade Policy (FTP) 2023, which empowers the Director General of Foreign Trade to authorise agencies to issue Certificates of Origin (Non-Preferential).

Addition in Appendix 2E of FTP 2023
In accordance with the Public Notice, the name of PDCCI has been added at Serial No. 18 under the Rajkot region of Appendix 2E — the List of Agencies Authorised to Issue Certificate of Origin (Non-Preferential) — appended to the Appendices & Aayat Niryat Forms of the Foreign Trade Policy 2023. With this enlistment, PDCCI joins the growing network of trade bodies across India empowered to issue Non-Preferential Certificates of Origin, facilitating smoother international trade documentation for exporters in the Porbandar and Saurashtra region.
What is a Non-Preferential Certificate of Origin?
A Non-Preferential Certificate of Origin (CoO) is an official trade document certifying the country of manufacture or production of the exported goods, issued when no preferential tariff treatment is being claimed by the importing country. Such certificates are routinely required by importers, banks, and customs authorities abroad to establish the origin of goods for trade, statistical, and regulatory purposes. Under Appendix 2E of the FTP 2023, designated agencies are authorised to issue these certificates on behalf of Indian exporters.
Significance
The enlistment of PDCCI is significant for the export community in the Porbandar district and the broader Saurashtra region of Gujarat, known for its active trade in fisheries, salt, chemicals, and marine products. Exporters in this region will now have access to a locally designated agency for obtaining Non-Preferential Certificates of Origin, thereby reducing compliance timelines and improving trade facilitation.
