
The Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, has issued Notification No. 61/2025-26 dated 24th February 2026, announcing a significant amendment to the export policy governing wheat flour and related items falling under HS Code 1101. According to the notification, the Central Government has approved the export of an additional 5 Lakh Metric Ton (LMT) of wheat flour and allied products, over and above the 5 LMT earlier permitted under Notification No. 55/2025-26 dated 16 January 2026. Although the export policy for wheat flour under HS Code 1101 remains classified as “Prohibited”, this newly permitted quantity of 5 LMT has been allowed as a special measure under controlled conditions, subject to detailed modalities that DGFT will notify separately through a Public Notice. The notification clarifies that the relaxation applies specifically to wheat flour and related items such as Atta, Maida, Sooji/Rava, and Wholemeal Atta, as listed in the policy table provided in the document.
The notification, issued under the powers vested in the Central Government through the Foreign Trade (Development & Regulation) Act, 1992 and aligned with the Foreign Trade Policy (FTP) 2023, underscores the Government’s calibrated approach to balancing domestic supply considerations with export opportunities. While maintaining the overarching prohibition on unrestricted exports, the Government has allowed the additional 5 LMT as part of a controlled export window, ensuring that exports remain regulated, transparent, and consistent with national interests. It also reiterates that the detailed procedures, including eligibility criteria and application processes for exporters, will be separately notified by DGFT to ensure systematic and transparent allocation of the newly approved export quota.
