DGFT announces Modalities for Export of 25 Lakh Metric Ton (LMT) Wheat to Ensure Transparent, Regulated and Performance-Based Allocation

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has issued Public Notice No. 49/2025-26 dated 24th February 2026, prescribing the detailed modalities for processing export authorizations for 25 Lakh Metric Ton (LMT) of wheat, as permitted by the Government through Notification No. 62/2025-26 dated 24 February 2026. As per the procedures notified, exporters holding a valid Importer-Exporter Code (IEC) must submit their applications only through the DGFT online portal under the “Restricted Exports” module, since applications submitted by post or e-mail will not be considered. Applications will be invited during the first ten days of every month starting 1 March 2026, and will continue until the balance of the 25 LMT quota is exhausted. Exporters are required to upload documents such as past performance records for the previous three financial years, confirmed export contracts available on the date of application, and a Chartered Accountant–certified turnover statement for the preceding five financial years.

The export authorization issued under this public notice will remain valid for six months, and extensions, if required, will be examined by the Special Export Facilitation Committee (EFC) on a case-by-case basis. The DGFT has emphasized that all authorizations will be strictly non-transferable and must be used exclusively by the IEC holder to whom they are issued. The Special EFC, constituted under the Directorate General of Foreign Trade, will scrutinize all applications and recommend allocations based on the applicant’s previous export history or the existence of confirmed export orders at the time of application. The Special EFC has also been vested with the authority to re-allocate quantities based on the periodic performance review of exporters.

The public notice clearly outlines disqualification grounds, stating that applications requesting export quantities below 10,000 MT, applications submitted by e-mail or post instead of the DGFT portal, applications containing mis-declaration, and applications submitted outside the prescribed filing window will not be considered. Exporters receiving quota allocations must mandatorily submit a landing certificate within 30 days of completion of export to the Special EFC through the designated email ID. The Special EFC may seek additional documents from exporters wherever necessary. The public notice affirms that all applications for export authorizations of wheat will be processed strictly in accordance with the procedures detailed in Public Notice No. 49/2025-26, as amended from time to time.
