The DGFT has issued Public Notice No. 30/2025-26, dated October 28, 2025. This notice signifies an important amendment to Appendix 2B of the Foreign Trade Policy (FTP) 2023, which lists the agencies authorized to issue Certificates of Origin (Preferential).
The amendment specifically includes a new list of authorized agencies empowered to issue Certificates of Origin (CoO) for the India-European Free Trade Association -Trade and Economic Partnership Agreement (India-EFTA TEPA). This move aims to streamline and facilitate trade under the new agreement by expanding the network of bodies responsible for issuing these crucial preferential certificates.
The newly authorized agencies and the products assigned to them for CoO issuance under the India-EFTA TEPA include:
- Directorate General of Foreign Trade and its regional offices: All products
- Export Inspection Council and Export Inspection Agencies: All products
- Agricultural and Processed Food Products Export Development Authority (APEDA): Agricultural Products
- Marine Products Export Development Authority and regional offices: Marine products
- Central Silk Board and regional offices: Silk products
- Coir Board: Coir and Coir products
- Development Commissioner, Handicraft and regional offices: Handicraft
- Spices Board: Spices and Cashew nuts
- Textile Committee and regional offices: Textiles and Clothing
- Tobacco Board: Tobacco and tobacco products
- Various Special Economic Zones (SEZs) and Export Oriented Units (EOUs) located within the jurisdiction of Zonal Development Commissioners (e.g., Cochin, Falta, Kandla, MEPZ, NOIDA, SEEPZ, Vishakhapatnam Special Economic Zones): All products by units in their respective jurisdictions.
This expansion of authorized agencies is expected to simplify the process for exporters to obtain preferential Certificates of Origin, thereby enhancing the ease of doing business and promoting trade between India and the EFTA member states under the new partnership agreement.
