
The CBIC’s ICEGATE Advisory dated 10th February, 2026 has been issued regarding the upload of LPCOs (Licenses, Permissions, Certificates and Other Authorizations) issued by Participating Government Agencies (PGAs) under SWIFT 2.0 for processing of No Objection Certificates (NOCs).
It has been observed that trade users are facing difficulties in uploading LPCO documents using certain document codes for issuance of NOC by PGAs under SWIFT 2.0.
As per Circular No. 44/2018-Customs and 13/2019-Customs, LPCOs issued by PGAs are required to be uploaded in e-Sanchit by the concerned PGA officers, linking the documents to the Importer Exporter Code (IEC) of the respective trade user. The IRN (Image Reference Number) generated for such uploaded documents is then available to the trade user for linkage with the Bill of Entry (BE).
However, it has been noted that this facility is not being fully utilized by the concerned PGAs.
Under the SWIFT 2.0 framework, all issued LPCOs/NOCs are to be made available in the Compliance Repository along with their respective IRNs, enabling seamless utilization by trade users for NOC processing. The implementation of this feature, however, is still pending at the PGA level.
Interim Measure
Pending full implementation of the Compliance Repository mechanism, trade users are advised to upload relevant LPCOs using Document Code 101004, which is available under the category ‘Any Other Document’.
Stakeholders are requested to take note of the above advisory to avoid delays in NOC processing under SWIFT 2.0.
