
The Central Board of Indirect Taxes and Customs (CBIC) has launched an improved and user-friendly Warehouse Licensing and MOOWR/MOOSWR Registration Module on ICEGATE 2.0, aimed at simplifying the complete digital process for warehouse licensees across the country. The upgraded module is accompanied by a comprehensive User Manual to guide applicants through every step of the registration process.
Key Features of the New Module
The new Warehouse Licensing module provides a structured five-step digital registration system, ensuring transparency, accuracy, and ease of compliance. The five sections include:
- Role Selection
- GSTIN Verification
- User Details Verification
- Mobile & Email Authentication through OTPs
- Online Submission of Role Registration Form
The process is applicable for obtaining licenses under Section 57, 58, 58A and registrations under Section 65 of the Customs Act, covering public, private, special warehouses and MOOWR/MOOSWR operations.
Salient Improvements
- Smooth Registration Process
Users may initiate Fresh Registration or continue using an existing, valid Reference ID. The module ensures secure verification of GSTIN-based contact details, which are fetched directly from GSTN records.
- OTP-Based Authentication
A dual verification mechanism (mobile and email) ensures secure authentication at every stage. OTP validity is maintained for 600 seconds, enabling users to complete verification with ease.
- Automated Generation of Reference ID
Upon successful verification, the system generates a unique Reference ID valid for 15 days, allowing users to complete the application at their convenience.
- Comprehensive Digital Application Form
The Role Registration Form consists of six structured segments, requiring the applicant to furnish mandatory information and upload relevant documents. The system supports both:
- Existing Warehouse Users (Sections 57, 58, 58A, MOOWR, MOOSWR)
- Applicants for New Warehouses under the same categories.
Depending on the selected warehouse type, the system intelligently enables or disables applicable sections and prompts users for relevant details such as:
- Existing warehouse code
- Date of issue of licence
- Commissionerate file number
- Warehouse boundaries, floor area
- HSN-based item classification
- Nature of operations (e.g., ship stores, none, etc.)
The module also allows users to Preview, Validate, and Save the draft application before submission.
- Query Management & Application Tracking
A dedicated Track Query Status feature enables applicants to follow up on their application, view officer-raised queries, and submit replies or upload supporting documents through the dashboard. Every action requires mandatory user comments to ensure clarity and accountability.
Upon query resolution, the application moves back to the approving authorities for final decision.
- DigiLocker Integration for Document Validation
The module also provides guidance for DigiLocker-based validation, promoting paperless governance. Users can register on DigiLocker and link their Aadhaar-verified documents for streamlined authentication and storage.
