The CBIC has issued Instruction No. 29/2025-Customs dated September 12, 2025 exempting aerospace grade hydrogen peroxide imports from the Quality Control Order (QCO), 2022, for non-commercial research and development (R&D) applications. The decision, based on a communication from the Ministry of Chemicals and Fertilizers, notes that Indian Standards do not cover specifications for aerospace grade hydrogen peroxide used in space R&D. Customs officials have been directed to sensitize officers accordingly. The move is expected to ease procurement for R&D projects, ensuring smoother import processes without quality control restrictions.
Reference is invited to the O.M. dated 04.09.2025, issued from file No. C.1-43/3/2024-PCPIR-CPC, by the Deputy Secretary (Chemicals), Ministry of Chemicals and Fertilizers, on the above subject (Copy enclosed).
It has been informed by the Ministry of Chemicals and Fertilizers that the Indian Standard does not include any categorization or specification for Aerospace Grade Hydrogen Peroxide for space R&D. Accordingly, it has been decided to grant exemption on the import of Aerospace Grade hydrogen for non-commercial R&D applications from Hydrogen Peroxide (Quality Control) Order, 2022.
In view of the above, it is requested that necessary action may be taken to sensitize your officers under your jurisdiction regarding the said matter.
