CBIC Adds ICD Dhanakya, Jaipur as New Authorised Point of Entry for Food Imports; Total Notified PoEs Increased to 172

The Central Board of Indirect Taxes & Customs (CBIC) has issued Instruction No. 16/2026-Customs dated September 18, 2026 regarding authorised officers under Section 25 read with Section 47(5) of the Food Safety and Standards Act, 2006 and Regulation 13(1) of the Food Safety and Standards (Import) Regulations, 2017. The Instruction has been issued under F. No. 401/103/2021-Cus.III.

FSSAI reviews notified Points of Entry for food imports

The Instruction refers to Customs Instruction No. 04/2026-Customs dated 20 April 2026 and the subsequent FSSAI Notification dated 15 September 2026. Following a review of the notified Points of Entry for food imports, FSSAI has notified an additional Point of Entry along with the officers authorised to undertake the relevant functions for imported food consignments.

ICD Dhanakya, Jaipur added as 172nd Point of Entry

Pursuant to the latest change, ICD Dhanakya, Jaipur, Rajasthan, bearing Port Code INDNK6, has been added as an authorised Point of Entry for food imports.

At ICD Dhanakya, the authorised officers will be Superintendent/Appraiser/Inspector/Examiner of Customs. The port has been categorised under ICD and SEZ for the purpose of the updated list.

Accordingly, the total number of notified Points of Entry for food imports has increased from 171 to 172. The updated Annexure-A to the Instruction contains the consolidated list of all 172 Points of Entry and the respective authorised officers.

Instruction No. 04/2026-Customs modified to this extent

CBIC has clarified that Instruction No. 04/2026-Customs dated 20 April 2026 stands modified to the extent of the above addition. Field formations have been requested to sensitise officers under their jurisdiction and take necessary action for implementation of the revised arrangement.

Updated list covers Airports, ICDs/SEZs, Land Customs Stations and Seaports

The updated Annexure-A provides a consolidated list of authorised Points of Entry across different categories, including airports, Inland Container Depots and Special Economic Zones, Land Customs Stations and seaports. Depending upon the notified location, the authorised officer may either be an FSSAI Authorised Officer or specified Customs officers such as Superintendent/Appraiser/Inspector/Examiner.

The final entry in Annexure-A records ICD Dhanakya, Rajasthan, Port Code INDNK6, as Sr. No. 172, with Superintendent/Appraiser/Inspector/Examiner designated as the authorised officers.
