The Central Board of Indirect Taxes and Customs (CBIC), through the Directorate General of Systems and Data Management (ICEGATE), has implemented mandatory additional qualifiers in export declarations for specified textile products with effect from November 1, 2026, pursuant to Circular No. 42/2026-Customs dated September 24, 2026. The initiative aims to facilitate accurate electronic identification and classification of Flame-Retardant (FR) and non-Flame-Retardant textile fabrics for the purposes of the Production Linked Incentive (PLI) Scheme for Textiles.
Mandatory Additional Qualifiers in Shipping Bills
In accordance with paragraph 3 of the aforesaid Circular, ICEGATE has enabled the Electronic Data Interchange (EDI) System to capture specified alphanumeric identifiers at the item level in Shipping Bills filed for textile products falling under Chapters 52, 55 and 60 of the Customs Tariff Act, 1975, covering the tariff items specified in the Annexure to the Circular.
Accordingly, exporters and Customs Brokers are now required to mandatorily declare the applicable alphanumeric identifier under the prescribed information code at the item level while filing Shipping Bills for the specified Customs Tariff Headings (CTHs).
Prescribed Information Codes for Textile Export Declarations
As per the ICEGATE Advisory dated November 1, 2026, the following additional qualifiers have been prescribed:
| Customs Tariff Chapters | Info Type | Info Code | Description |
| 52, 55 and 60 (specified tariff items) | CHR | FROOI | Flame Retardant Fabric |
| 52, 55 and 60 (specified tariff items) | CHR | FR009 | Other than Flame Retardant Fabric |
The prescribed codes are required to be furnished in the respective Shipping Bill at the item level, depending upon the nature of the textile product being exported.
Applicability to Woven and Knitted Fabrics
The mandatory declaration requirement specifically applies to woven and knitted fabrics falling under tariff items that cover both Fire/Flame-Retardant (FR) and non-FR textile products.
The requirement is confined to the tariff items identified in the Annexure to Circular No. 42/2026-Customs and should not be construed as applicable to every textile product falling under Chapters 52, 55 and 60.
Facilitating Electronic Identification under PLI Scheme for Textiles
The introduction of additional product-specific qualifiers is intended to enable the Customs EDI System to electronically distinguish Flame-Retardant fabrics from other textile fabrics falling under the same tariff items.
This distinction is relevant for the identification of textile products under the Production Linked Incentive (PLI) Scheme for Textiles, thereby supporting more precise product-level data capture in export declarations.
Important Compliance Requirement for Exporters and Customs Brokers
With the implementation of the revised system from November 1, 2026, exporters and Customs Brokers dealing in the specified textile products must ensure that the appropriate information code is correctly declared for each applicable item in the Shipping Bill.
Exporters should also review the tariff items listed in the Annexure to Circular No. 42/2026-Customs to determine the applicability of the mandatory declaration requirement before filing their export documents.

Conclusion
The implementation of mandatory additional qualifiers represents an important compliance development for exporters of specified textile fabrics. By enabling distinct electronic identification of Flame-Retardant and non-Flame-Retardant products, the initiative seeks to strengthen product-level identification in Customs export declarations and facilitate the implementation of the PLI Scheme for Textiles.
