Important GST Update: The Goods and Services Tax (GST) Council has made available the Minutes Book and Agenda Notes (Volumes I & II) of its 56th GST Council Meeting, held in New Delhi on 3rd and 4th September 2025, on its official website. These documents provide insights into the agenda items, deliberations, policy proposals and recommendations considered by the GST Council.

The 56th GST Council Meeting was held under the Chairpersonship of Smt. Nirmala Sitharaman, Hon’ble Union Minister for Finance and Corporate Affairs, with participation from representatives of the Central and State Governments.

The published Agenda Notes (Volumes I & II) contain detailed background papers, proposals and recommendations placed before the Council for consideration. The agenda included matters relating to GST rate rationalisation, restructuring of Compensation Cess, recommendations of the Group of Ministers on Life and Health Insurance, and measures for simplification of GST compliance.

The Minutes Book of the 56th GST Council Meeting records the proceedings and deliberations concerning various agenda items, including the confirmation of minutes of the 55th GST Council Meeting, ratification of notifications and circulars, decisions of the GST Implementation Committee, and recommendations of the Law Committee.

An important area of discussion concerned risk-based provisional sanction of GST refunds, including refunds arising from zero-rated supplies of goods or services and cases involving the inverted duty structure. The agenda also addressed proposals concerning GST rate rationalisation and restructuring of Compensation Cess, with implications for trade, industry and taxpayers.

The publication of these official documents is significant for taxpayers, tax professionals, businesses, industry associations and legal practitioners, as it provides access to the policy background and recorded deliberations underlying GST reforms. The documents may also assist in understanding the legislative intent and policy considerations relating to various GST measures.
