DGFT Expands Agarwood Export Facilities: Guwahati International Airport Now Permitted for Export of Agarwood Oil, Chips and Allied Products

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, Government of India, has issued Notification No. 46/2026 dated October 30, 2026, amending the export policy of Agarwood under Chapter 12, Schedule-2 of the ITC (HS) Export Policy, 2022. The amendment permits the export of Agarwood oil, Agarwood chips and allied products through Lokpriya Gopinath Bordoloi International (LGBI) Airport, Guwahati, subject to applicable statutory and regulatory requirements.

The notification has been issued in exercise of powers conferred under Section 3 read with Section 5 of the Foreign Trade (Development and Regulation) Act, 1992, as amended, read with Paragraphs 1.02 and 2.01 of the Foreign Trade Policy, 2023. Accordingly, the Central Government has revised Note 3 of the Export Licensing Notes under Chapter 12 of Schedule-2 of the ITC (HS) Export Policy, 2022.

Under the existing export policy, exports were permitted only through specified ports, namely Mumbai, Nhava Sheva, Kolkata, Cochin, Delhi, Chennai, Tuticorin, Amritsar, Calicut, Thiruvananthapuram, Kandla and Mundra. With the present amendment, Guwahati International Airport has been added as an additional permitted export gateway specifically for Agarwood oil, Agarwood chips and allied products, while the existing list of permitted ports remains unchanged.

The revised policy further clarifies that, in respect of species covered under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), a valid CITES export permit shall continue to be mandatory. Accordingly, exports through the newly permitted Guwahati airport will also remain subject to all applicable statutory, regulatory and CITES-related requirements.

The notification also retains the existing provision that, except for the prescribed documents, exporters shall not be required to furnish any additional information, No Objection Certificate (NOC) or documents to any authority of the Central or State Government.

The amendment is expected to facilitate Agarwood exports from the North-Eastern region, particularly by providing exporters with an additional international air-cargo gateway at Guwahati. The measure may improve logistical convenience and market connectivity for businesses engaged in the export of Agarwood oil, chips and allied products, while maintaining the applicable regulatory safeguards.

Effect of the Notification: Through Notification No. 46/2026 dated October 30, 2026, DGFT has permitted the export of Agarwood oil, Agarwood chips and allied products from Lokpriya Gopinath Bordoloi International Airport, Guwahati, in addition to the existing permitted ports, subject to compliance with all applicable statutory and regulatory requirements.
