
The Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, has extended the Minimum Import Price (MIP) condition applicable to specified items falling under Chapter 48 of ITC (HS), 2022, Schedule-I (Import Policy). The extension has been notified through Notification No. 38/2026-27 dated September 30, 2026.
MIP Condition Extended up to March 31, 2027
In exercise of the powers conferred under Sections 3 and 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with paragraphs 1.02 and 2.01 of the Foreign Trade Policy 2023, the Central Government has extended the existing MIP condition on specified items covered under Chapter 48 up to March 31, 2027. All other terms and conditions will continue to remain the same as prescribed under Notification No. 26/2025-26 dated August 22, 2025.
₹67,220 per MT MIP Continues on Virgin Multi-Layer Paper Board
The Notification specifically provides that the Minimum Import Price of ₹67,220 per Metric Tonne (MT), calculated on Cost, Insurance and Freight (CIF) value, imposed on imports of Virgin Multi-Layer Paper Board (VPB), will continue to apply for a further period of six months, i.e. up to March 31, 2027.
Six ITC (HS) Codes Covered by the Extension
The extended MIP condition applies to Virgin Multi-Layer Paper Board falling under the following ITC (HS) Codes — 48059100, 48059200, 48059300, 48109200 and 48109900, as specified in the Notification. Import consignments covered by these tariff lines will therefore remain subject to the prescribed minimum CIF import price until March 31, 2027.
Continuation of Earlier DGFT Measures
The present Notification has been issued in continuation of Notification No. 26/2025-26 dated August 22, 2025, Notification No. 69/2025-26 dated March 31, 2026, Notification No. 14/2026-27 dated April 30, 2026, read with Policy Circular No. 04/2025-26 dated September 3, 2026. The latest amendment effectively continues the existing import-price restriction without altering the other applicable conditions.
Imports Below Prescribed MIP to Remain Subject to Import Policy Restriction
The continuation of the MIP means that importers dealing in the specified categories of Virgin Multi-Layer Paper Board will have to ensure that the CIF import value meets the prescribed threshold of ₹67,220 per MT, subject to the terms and conditions of the original DGFT notification. The measure will remain operative until March 31, 2027, unless further amended by the Government.
Objective: Continued Regulation of Imports of Specified Paper Board Products
The extension maintains the existing import-policy framework for specified Virgin Multi-Layer Paper Board products under Chapter 48. By continuing the MIP for an additional six months, the Government has retained the prescribed price threshold governing imports of the identified products while keeping all other conditions unchanged.
