SEZ Online Rolls Out Build Version 3.1 with Larger Document Uploads, Smarter MPR Reporting and Enhanced Accessibility

The SEZ Online has released Build Version 3.1 in August 2026, introducing a series of new functionalities and system enhancements aimed at simplifying transaction filing, strengthening Monthly Performance Reporting (MPR), easing the submission of supporting documents and improving accessibility for users. The functionalities on the SEZ Online system are periodically reviewed and enhanced based on inputs and requirements received from different user groups.

A major enhancement under the new release relates to the upload of supporting documents. Based on user feedback and advice from Development Commissioner offices, the maximum size of supporting documents that may be uploaded across administrative modules has been increased from 2 MB to 10 MB. The enhanced capacity is expected to facilitate smoother submission of applications and supporting records, particularly where users are required to furnish multiple or larger documents.

For the DTA Sale Procurement Form (DSPF), which can involve multiple invoices relating to multiple DTA suppliers in a single transaction, the attachment limit has been increased to 25 MB. The higher limit is intended to accommodate scanned copies of a larger number of invoices and supporting records within the same transaction.

SEZ Online has also introduced the facility to upload compressed files in .zip and .rar formats. Such compressed files may contain commonly used formats including XLS, XLSX, PDF, DOC, DOCX, GIF, JPEG and JPG, among others. For instance, an LOA Renewal/Extension application can contain a compressed attachment up to 10 MB, while DSPF can accommodate compressed files up to 25 MB.

The release also brings a substantial upgrade to the Monthly Performance Reporting Form (MPR), both in terms of presentation and the scope of information captured. Employment, Investment and Trade information are now organised through collapsible tabs. Users can prepare the relevant information by opening individual tabs and can also view already submitted MPRs or edit reports for the preceding three months.

Under the Employment section of the MPR, a separate field for transgender employment information has been introduced. The employment-related labels have also been revised to “Currently Employed” and “Proposed to be Employed”, with the latter indicating the employment expected by the end of the financial year. Employment data is required to be furnished on a cumulative basis, reflecting the position at the end of the reporting month.

The Investment section has similarly been strengthened. Users are required to capture cumulative investment under FDI and non-FDI categories as at the end of the reporting month. In addition, further investment projected up to the end of the financial year is required to be entered, enabling improved reporting of actual as well as anticipated investment activity by SEZ units.

A key system-driven improvement has been made in the reporting of Trade in Goods and Services. SEZ Online will now auto-populate outward and inward transactions processed through the system, covering both merchandise trade and service invoices. On the output side, the system covers categories such as exports, DTA sales, deemed exports, supplies to other SEZs or within the SEZ and other transactions. The information relating to transactions processed through SEZ Online is displayed after approval by SEZ Customs.

For services, data based on the Service Export Reporting Form (SERF) is also auto-populated across categories including software exports—offsite and onsite—royalty from software, service exports other than IT and IT-enabled services, IFSC service exports outside India, service exports to other IFSC/SEZ units and supplies by IFSC/SEZ units to DTA units.

On the input side, the MPR captures merchandise transactions including imports, DTA procurement of goods and goods received through inter-SEZ or intra-SEZ supplies. Transactions filed through the SEZ Online system are automatically populated. In respect of input services, the system draws values from the DSPF module, while users may optionally report import services paid for in foreign currency under the field “Expenses paid in foreign currencies, converted to USD”.

The revised system also provides that the MPR for the previous month will remain available for preparation up to the 10th of the month. Thereafter, information from the most recently submitted MPR will be carried forward, with users retaining the facility to edit and resubmit the information.

Another important feature introduced under Build Version 3.1 is an Accessibility Menu designed to provide a more comfortable and inclusive user experience. The menu can be accessed at any time by pressing Ctrl+F2 or by selecting the accessibility icon available on the screen.

The accessibility suite includes text-size adjustment, text spacing and line-height controls, a dyslexia-friendly display option, light/dark and inverted colour modes and saturation controls. It also provides focus and interaction tools such as ADHD Mode, highlighting of links, enhanced cursor visibility, pause-animation and hide-image options. A text-to-speech facility has also been provided to narrate on-screen text for users requiring audio assistance.

The enhancements under SEZ Online Build Version 3.1 are expected to reduce document-upload constraints, minimise repetitive manual data entry in monthly reporting, improve the quality and coverage of performance information and make the platform more accessible to a wider range of users.
