
The Directorate General of Foreign Trade, Ministry of Commerce & Industry, Government of India has issued Trade Notice No. 10/2026-27 dated 01 July 2026 regarding the review and re-allocation of allocated export quota of wheat flour and related products.
The Trade Notice has been issued in continuation of Public Notice No. 44/2025-26 dated 16 January 2026 and Public Notice No. 48/2025-26 dated 24 February 2026, which dealt with allocation of export quota for wheat flour and related products.
As per the Trade Notice, the Competent Authority has decided to undertake a review of the utilisation of quantities already allocated to exporters. The review is aimed at assessing the requirement for further allocation of any unutilised quota, wherever applicable.
All exporters who were issued authorisation to export wheat flour and related items by DGFT under the above-mentioned Public Notices have been requested to submit utilisation and requirement details.
Exporters are required to submit a Utilisation Certificate issued by a Chartered Accountant, indicating the quantity exported against the allocated authorisation up to 30 June 2026, along with Shipping Bill details.
Exporters seeking additional quantity of wheat flour and related products, or those wishing to surrender any allocated quantity, are required to submit justification for such requirement or surrender. Copies of valid export contracts or purchase orders, wherever available, are also required to be submitted.
The required details must be submitted by 10 July 2026 through email at sefc-wheatflour-dgft@gov.in. Any licence holder requiring additional quantity must also file the corresponding amendment application on the online portal by enclosing the relevant documents.
The Trade Notice states that requests for additional quantity that are not filed on the portal, or are submitted without the required documents, or are filed after 10 July 2026, shall be rejected.
It has further been clarified that authorisations where more than 50% of the allocated quantity has been utilised may be considered for further re-allocation of wheat and wheat flour related products.
In cases where utilisation is less than 50%, the unutilised quantity may be transferred to the common pool for reallocation, unless valid export contracts or purchase orders are made available in terms of the Trade Notice.
Allocation from the common pool shall be made by the Director General of Foreign Trade based on documents submitted by the firms. DGFT has also reserved the right to decide or alter the modalities of distribution and allocation as per applications received.
Non-submission of the required information within the stipulated timeline may result in appropriate action, including reallocation of unutilised quota and barring applicants from future restricted export authorisations.
