
The Directorate of Income Tax (Legal & Research), Central Board of Direct Taxes (CBDT), has notified revised e-Office account details for processing and submission of Special Leave Petition (SLP) proposals following the recent transfer and posting of senior officers in the Directorate. The changes have been issued vide F. No. Addl. DIT(L&R)/WZ-1 & Tech./2026-27 dated 09.06.2026. The revised procedure aims to ensure seamless electronic transmission and timely processing of SLP proposals across all field formations.
The Directorate has reiterated that, in accordance with earlier CBDT instructions dated 14.07.2022, Directorate communication dated 06.09.2022, and subsequent reiteration dated 05.01.2023, all SLP proposals are required to be submitted exclusively through the e-Office platform. The latest notification updates the designated e-Office accounts owing to the transfer of officers handling SLP matters.
As per CBDT Office Order No. 107/2026 issued vide F. No. A-22011/4/2026-Ad-VI dated 18.05.2026, Shri Sumer Singh Meena has been posted as Additional Director General of Income Tax (Legal & Research)-1 [ADG(L&R)-1]. Further, vide CBDT Office Order No. 114/2026 issued through F. No. A-22011/3/2026-Ad-VI dated 19.05.2026, Shri Neehar Ranjan Pandey has assumed charge as Principal Additional Director General of Income Tax (Legal & Research)-2 [Pr. ADG(L&R)-2] in the Directorate of Income Tax (Legal & Research), New Delhi.
Under the revised arrangement, SLP proposals pertaining to the East Zone, South Zone-II, West Zone-I and West Zone-II shall be routed through the e-Office account of Shri Sumer Singh Meena, ADG(L&R)-1. These jurisdictions include North-East Region, Odisha, West Bengal & Sikkim, Bihar & Jharkhand, Kerala, Tamil Nadu & Puducherry, Mumbai, Madhya Pradesh, Chhattisgarh, Nagpur, Pune and Gujarat.
Similarly, SLP proposals relating to North Zone-I, North Zone-II and South Zone-I shall be submitted to Shri Neehar Ranjan Pandey, Pr. ADG(L&R)-2. The jurisdictions covered under this arrangement include Rajasthan, Uttar Pradesh (East and West), Uttarakhand, Delhi, Karnataka, Andhra Pradesh and Telangana.
The Directorate has advised all Principal Chief Commissioners of Income Tax (CCA), Principal Chief Commissioners of Income Tax (International Taxation and Exemptions), Director Generals of Income Tax (Investigation), and Chief Commissioners of Income Tax (Central) to ensure that e-Office files are transmitted through the “Internal” instance by selecting the organization “Directorate of Legal & Research – Delhi” while forwarding SLP proposals. Simultaneous intimation of the proposal may also be sent to the designated official email addresses of the concerned Pr. ADG/ADG (L&R).
The notification further directs that these revised procedures be circulated among all concerned officers and field formations to ensure strict compliance and uninterrupted handling of Supreme Court litigation matters.
The revised mechanism is expected to facilitate greater efficiency, accountability and digital workflow management in processing Special Leave Petition proposals, thereby strengthening the Department’s litigation management framework.
