
In a significant development aimed at facilitating ease of doing business and streamlining export procedures, the Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, Government of India has issued Public Notice No. 13/2026-27, dated 29 May, 2026, revising the Standard Input Output Norms (SIONs) for Chemical and Allied Products under Export Product Group ‘A’. The revised norms come into effect immediately.
Legal Authority and Background:
The revision has been carried out by the Director General of Foreign Trade in exercise of the powers conferred under Paragraphs 1.03 and 2.04 of the Foreign Trade Policy-2023, as amended from time to time. The revised SIONs have been notified for publication in the Gazette of India Extraordinary (Part-I, Section-1).
SIONs Revised – Six Norms Updated:
Under the Public Notice, the following six SIONs under the Chemical and Allied Products category have been revised as per Annexure ‘A’ to the Public Notice:
- SION A1090 – Caustic Soda (Flakes/Solid): The revised norm prescribes an input of 2.105 kg of Caustic Soda Lye (47–48%) per 1 kg of export product.
- SION A1794 – Gelatine: The revised norm prescribes an input of 3.92 MT of Gel Bones per 1 MT of Gelatine.
- SION A1827 – Ossein: The revised norm prescribes an input of 2.24 Kg of Gel Bones per 1 Kg of Ossein.
- SION A3105 – Chlorinated Paraffin (41% to 45% Chlorine Content): The revised norms specify inputs of Paraffin (C10-C30), Chlorine, and Relevant Stabiliser for five variants ranging from 41% to 45% chlorine content. For instance, for 1 kg of Chlorinated Paraffin with 41% chlorine content, the inputs prescribed are 0.614 kgs of Paraffin (C10-C30), 0.863 kg of Chlorine, and 0.010 kgs of Relevant Stabiliser.
- SION A3106 – Chlorinated Paraffin (46% to 50% Chlorine Content): The revised norms cover five variants from 46% to 50% chlorine content with corresponding inputs of Paraffin (C10-C30), Chlorine, and Relevant Stabiliser. For 1 kg of Chlorinated Paraffin with 46% chlorine content, the prescribed inputs are 0.553 kgs of Paraffin (C10-C30), 0.920 kgs of Chlorine, and 0.010 kgs of Relevant Stabiliser.
- SION A3107 – Chlorinated Paraffin (51% to 55% Chlorine Content): The revised norms cover five variants from 51% to 55% chlorine content. For 1 kg of Chlorinated Paraffin with 51% chlorine content, the prescribed inputs are 0.5045 kgs of Paraffin (C10-C30), 1.02 kgs of Chlorine, and 0.010 kgs of Relevant Stabiliser.
Immediate Effect – Impact on Exporters:
The Standard Input Output Norms (SIONs) for Chemical and Allied Products under Export Product Group ‘A’ stand amended with immediate effect. Exporters availing the Advance Authorisation Scheme and other export promotion schemes linked to SIONs will be required to comply with the updated input-output norms for the above products from the date of this Public Notice.
What are SIONs?
Standard Input Output Norms (SIONs) are pre-determined norms that specify the quantity of inputs required to manufacture one unit of an export product. SIONs are used by exporters to obtain duty-free import of inputs under the Advance Authorisation Scheme of the Foreign Trade Policy. Periodic revision of SIONs ensures that the norms remain aligned with evolving manufacturing processes and industry realities, thereby preventing misuse while facilitating genuine exporters.
