
The Directorate General of Foreign Trade (DGFT), Department of Commerce, Ministry of Commerce and Industry, vide Policy Circular No. 01/2026-27 dated April 15, 2026, has issued a clarification regarding the eligibility of new ECGC Whole Turnover Policy under Component II of the Resilience & Logistics Intervention for Export Facilitation (RELIEF) operationalised under the Export Promotion Mission (EPM). The Circular has been addressed to all Trade and Industry Stakeholders, the Export Credit Guarantee Corporation (ECGC) and all DGFT Regional Authorities.
Background — Operationalisation of RELIEF under EPM: Reference has been drawn to Notification No. 65/2025-26 dated March 19, 2026, vide which the time-limited Resilience & Logistics Intervention for Export Facilitation (RELIEF) was operationalised under the Export Promotion Mission (EPM) to support exporters affected by the prevailing situation in the Gulf and West Asia region.
Scope of Component II — ECGC Credit Insurance Support: Under Component II of the RELIEF scheme, support is extended to encourage exporters to avail ECGC credit insurance cover for consignments destined either for delivery or transshipment to the specified countries in the affected Gulf and West Asia region.
Clarification on Eligibility of New ECGC Whole Turnover Policy: Representations had been received seeking clarification as to whether exporters obtaining a new ECGC Whole Turnover Policy for the first time on or after March 16, 2026, would be eligible for support under Component II. It is hereby clarified that the benefit under Component II of the RELIEF scheme shall also be available to exporters who obtain a new ECGC Whole Turnover Policy for the first time on or after March 16, 2026.
Saving of Other Provisions: All other provisions of Notification No. 65/2025-26 dated March 19, 2026 shall remain unchanged, and the present Circular has been issued with the approval of the Competent Authority.
Effect of this Policy Circular:
The clarification removes any ambiguity regarding the eligibility of first-time ECGC Whole Turnover Policy holders under Component II of the RELIEF scheme. Exporters obtaining a fresh ECGC Whole Turnover Policy on or after March 16, 2026 are now expressly entitled to avail the benefits under Component II, thereby widening the coverage of the scheme and incentivising new exporters to secure ECGC credit insurance cover for shipments to the affected Gulf and West Asia region.
