
The Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, has issued Public Notice No. 08/2026-27 dated 08 May 2026, notifying the enlistment of 14 new Pre-Shipment Inspection Agencies (PSIAs) under Appendix-2G of the Handbook of Procedures (HBP) 2023. The notification has been issued in exercise of powers conferred under Paragraphs 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023.
The Public Notice also permits addition of approved instruments for two existing PSIAs for conducting inspection and certification activities related to import of metallic scrap consignments into India.
As per the notification, the newly enlisted PSIAs have been approved in accordance with Para 2.52 of the Handbook of Procedures (HBP) 2023. The enlistment enables these agencies to issue Pre-Shipment Inspection Certificates (PSICs) through the DGFT online portal with immediate effect.
The newly approved agencies are located across several states including Rajasthan, Delhi, Tamil Nadu, Andhra Pradesh, Haryana, Maharashtra and Uttar Pradesh, thereby strengthening the nationwide inspection and certification network for scrap imports.
The notification further states that two existing PSIAs — Mitra S.K. Private Limited and SOLITARY CONSULTANCY PVT. LTD. — have been permitted to expand their approved list of inspection instruments, including Hand-held Radiation Survey Meters and Spectrometers.
DGFT clarified that approvals have been granted after due consideration of applications by the Inter-Ministerial Committee (IMC) and based on recommendations received from the Atomic Energy Regulatory Board (AERB).
The Public Notice mandates that all enlisted agencies shall maintain valid calibration certificates for their instruments, keep updated mapping of instruments vis-Ã -vis operational areas on the DGFT portal, maintain valid bank guarantees, and ensure operational bank accounts and registered offices in India.
The move is expected to facilitate smoother and more transparent import inspection procedures, improve compliance monitoring, and enhance efficiency in handling metallic scrap imports under India’s foreign trade framework.
The Public Notice also includes updation of approved instruments for existing PSIAs and removal of agencies whose enlistment validity has expired and has not been renewed.
