
The Directorate General of Foreign Trade (DGFT), Department of Commerce, Ministry of Commerce & Industry, Government of India, has issued Notification No. 13/2026-27 dated 27 April 2026, amending the export policy of wheat under Chapter 10 of Schedule 2 of the ITC (HS) Export Policy.
The notification has been issued in exercise of powers conferred under Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with Para 1.02 and Para 2.01 of the Foreign Trade Policy, 2023.
As per the amendment, the export policy for wheat classified under ITC (HS) Codes 10011900 (Durum Wheat – Other) and 10019910 (Wheat) shall continue to remain under the “Prohibited” category. However, the Government has allowed export of an additional 25 Lakh Metric Tonnes (LMT) of wheat, subject to specific modalities to be notified separately through a Public Notice by DGFT.
The notification further clarifies that the existing policy condition prescribed under DGFT Notification No. 06/2015-2020 dated 13 May 2022 shall continue to remain applicable. Under these provisions, export permissions may also be granted by the Government of India to other countries to meet their food security requirements, based on requests received from their respective governments.
The additional quantity of 25 LMT permitted for export shall be over and above the exports already allowed under earlier approvals and special government-to-government arrangements.
The decision is aimed at balancing India’s domestic food security priorities while supporting friendly countries facing wheat supply constraints and food security challenges.
Background:
India had placed wheat exports under the “Prohibited” category in May 2022 to ensure adequate domestic availability and control price volatility in the domestic market. Since then, exports have been permitted selectively under Government approval for addressing food security concerns of partner nations.
