Tax consultants press for GST tribunal bench in Indore, flag notice delivery issues

The Madhya Pradesh Tax Consultant Association (MPTCA) has renewed its demand for setting up an additional bench of the GST Appellate Tribunal in Indore citing taxpayer convenience high litigation volume and the city’s status as the state’s economic hub.

The association recently submitted a memorandum to state GST commissioner Tanay Dwivedi noting that the tribunal constituted to hear GST appeals currently has only one proposed bench in Bhopal. It argued that Indore houses the highest number of GST payers in Madhya Pradesh and already hosts benches of the Income Tax Appellate Tribunal and the National Company Law Tribunal, making it a suitable judicial and commercial centre.

MPTCA president said, “Establishing a GST tribunal bench in Indore would benefit not only local taxpayers, but also those from nearby districts such as Ujjain, Khandwa, Khargone, Ratlam, Mandsaur, Neemuch and Dewas. Several large states, including Uttar Pradesh, Gujarat, Maharashtra, Karnataka, Tamil Nadu and West Bengal are already operating multiple GST tribunal benches, making a similar arrangement in Madhya Pradesh is fully justified.”

An tax expert said, “Delays in access to appellate remedies increase compliance uncertainty for businesses, particularly MSMEs and traders in semi-urban and rural areas. A tribunal bench in Indore would significantly reduce litigation costs, travel burden and procedural delays for taxpayers across the Malwa-Nimar region.”

The association also raised concerns over the current system of serving notices and orders. It has urged the department to mandate postal delivery of notices and introduce real-time portal alerts, pop-up notifications and dashboards showing pending notices and demand orders to improve transparency and taxpayer access.
