Government Amends Export Policy for Wheat Flour and Related Products under HS Code 1101

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has issued Notification No. 55/2025-26 dated 16 January 2026, introducing an amendment to the export policy of items falling under HS Code 1101, including Wheat or Meslin Flour (Atta), Maida, Rava (Sooji), Wholemeal Atta and resultant atta.

Key Highlights of the Amendment

  1. Export Policy Status Unchanged (Prohibited): The export of wheat flour and related products under HS Code 1101 remains “Prohibited” as per the existing Foreign Trade Policy.
  2. Conditional Export Permission Up to 5 LMT: As per the amendment, exports of up to 5 Lakh Metric Tonnes (LMT) of wheat flour and allied products under HS Code 1101 shall now be permitted, subject to issuance of Export Authorisation by DGFT.
  3. Subject to Modalities in Public Notice: The modalities and procedures for availing this limited export authorisation will be separately notified through a Public Notice by DGFT.
  4. Exports Beyond 5 LMT Remain Restricted: Export beyond the permitted quantity of 5 LMT will continue to be governed strictly under the existing prohibition and policy conditions.

Objective of the Amendment

The partial relaxation aims to balance domestic food security considerations with targeted export requirements, ensuring calibrated release of wheat flour into global supply chains while safeguarding national interests.
