
The Institute of Cost Accountants of India (ICMAI), a statutory body under an Act of Parliament functioning under the Ministry of Corporate Affairs, has released the “Handbook on CMA Certifications in GST” as part of its continued efforts to strengthen professional competence in the field of Goods and Services Tax (GST).
The handbook has been developed by the Tax Research Department of ICMAI with the objective of providing structured, practical and comprehensive guidance to Cost and Management Accountants (CMAs) and other stakeholders dealing with GST compliance, certification and advisory services.
GST, since its introduction, has transformed India’s indirect tax framework by subsuming multiple central and state taxes into a unified system. While the reform has enhanced transparency and efficiency, its evolving nature, frequent amendments, and complex compliance requirements necessitate specialised professional expertise. Recognising this need, ICMAI has introduced CMA Certifications in GST, supported by this newly released handbook.
The publication covers certification requirements under key provisions of the Central Goods and Services Tax Act, 2017, including certifications relating to availment and reversal of Input Tax Credit (ITC), voluntary registration, transition from composition scheme to regular scheme, exempt supplies becoming taxable, cancellation of registration, refund claims, post-supply discounts, and specific GST circulars. The handbook provides statutory references, practical checklists, suggested certificate formats, illustrative annexures, and professional guidance to ensure accuracy and consistency in certification practices.
Speaking on the occasion, the leadership of ICMAI highlighted that the handbook is aimed at enhancing the value-added role of CMAs in GST advisory, audit and compliance functions. The publication is expected to benefit practicing professionals, corporates, tax consultants, academicians and students by serving both as a learning resource for certification aspirants and a ready reference for practitioners.
The Institute reiterated its commitment to capacity building, ethical professional practice and nation-building by equipping its members with updated knowledge aligned with the evolving GST ecosystem. The handbook is part of ICMAI’s broader initiative to support ease of doing business and strengthen India’s tax administration framework through competent and well-trained professionals.
